Talent & Engagement Program Manager

Reports to: Director, Talent Management & Engagement

About the Role

We’re looking for a Talent & Engagement Program Manager to lead the design, execution, and continuous improvement of enterprise talent and engagement programs. This role sits at the intersection of performance management, learning and development, employee engagement, and compliance, with real ownership over how these programs scale and deliver impact.

This is a builder role. You’ll translate strategy into well-run, measurable programs, bring structure to complexity, and ensure our talent systems and learning experiences actually change behavior. You’ll be hands-on with Workday, learning technologies, instructional design, and analytics, while also partnering closely with HRBPs, HRIS, Quality, EHS, and Legal to ensure programs meet business, compliance, and ISO 9000 requirements.

The ideal candidate brings strong program management instincts, sharp systems thinking, and a bias for outcomes. You care as much about adoption and impact as you do about design and delivery.

Key Responsibilities

Talent & Learning Systems Ownership

  • Own day-to-day program management and ongoing optimization and iterations of Workday Performance and Learning modules, in close partnership with HRIS.
  • Serve as the program-side expert for Workday talent and learning capabilities, ensuring systems are configured to support business and compliance needs.
  • Partner to develop and maintain dashboards along with reporting in Workday and Power BI to track participation, engagement, completion, and outcomes.
  • Ensure data accuracy, system integrity, and a strong end-user experience across talent and learning platforms.

Learning Design & Content Strategy

  • Design and develop high-quality learning experiences using tools such as Articulate, Synthesia, LRN, PowerPoint, and related platforms.
  • Apply modern, blended learning approaches, including AI-enabled tools, to drive engagement, retention, and application on the job.
  • Configure and curate learning programs within Workday Learning and LinkedIn Learning partnering with Legal, Quality, and IT.
  • Establish quality standards for content, ensuring consistency, accuracy, and alignment with organizational priorities.

Program & Project Leadership

  • Lead end-to-end program management for initiatives across Performance Management, Manager Programs, Employee Engagement, and Compliance.
  • Translate strategy into executable plans, timelines, and workflows, balancing multiple priorities at once.
  • Oversee program logistics, communications, and delivery, including virtual facilitation support and onsite program execution when needed.
  • Partner with HR Business Partners to align programs with business needs and leader expectations.

Measurement, Insights & Impact

  • Define success metrics and evaluation strategies to assess program effectiveness, behavior change, and business impact.
  • Leverage people and HR analytics to tell clear stories through data, not just report activity.
  • Deliver actionable insights and recommendations to HR leaders and stakeholders using dashboards, summaries, and briefings.

Compliance & Audit Enablement

  • Ensure talent and learning programs align with compliance requirements and ISO 9000 standards.
  • Support audit preparation through documentation, reporting, and process alignment.
  • Partner with Quality, EHS, and Legal to embed compliance standards into learning design and delivery.
  • Ensure Workday Learning is the primary system of record for training and compliance activities.

Stakeholder Partnership & Change Enablement

  • Build strong relationships with employees, managers, HRBPs, HRIS, and cross-functional partners.
  • Communicate clearly and proactively to drive adoption, engagement, and sustained use of programs.
  • Act as a trusted partner who balances structure with flexibility and execution with empathy.

Qualifications

  • 5–8 years of progressive experience in Talent Management, Learning & Development, HR Programs, or related HR roles.
  • 3–5 years of hands-on experience administering and optimizing Workday Performance and Learning modules.
  • Strong instructional design experience, with proficiency in tools such as Articulate, Synthesia, LRN, and PowerPoint.
  • Demonstrated success designing blended and AI-enabled learning programs at scale.
  • Solid background in people and HR analytics, including dashboard development in Workday and Power BI.
  • Experience supporting compliance training and ISO 9000 standards strongly preferred.
  • Proven ability to manage multiple complex programs simultaneously and deliver results.
  • Strong communication, organization, and stakeholder management skills.

Pay is based on market location and may vary based on factors including experience, skills, education and other job-related reasons. The annual salary range for this position is $110,000 - $125,000 (Specific to Fremont, California)
