Job Description

Request ID: 99649-1 Title: Technical Program Manager Fraud Technology Locations: Cleveland, OH Duration: 06+ Months with Possible Extension. Pay Range: $45-$50/Hour on W2/C2C (All inclusive) We are seeking an experienced Senior Technical Program Manager with expertise in Fraud Technology and Project & Portfolio Management to lead large-scale strategic initiatives within the banking and financial services domain. The ideal candidate will have 12+ years of program management experience, a strong background in fraud prevention technologies, and proven success in coordinating cross-functional teams to deliver complex technology programs. This role requires exceptional stakeholder management, governance, risk management, and organizational change management skills.

Key Responsibilities

  • Lead end-to-end delivery of large-scale fraud technology programs across multiple business and technology teams.
  • Develop and manage program roadmaps, project plans, milestones, and deliverables.
  • Coordinate implementation, training, organizational change management, and operational readiness activities.
  • Manage dependencies across Technology, Business, Support, Training, and Change Management teams.
  • Monitor program health by tracking milestones, risks, issues, and mitigation plans.
  • Drive governance activities, including executive status reporting and steering committee updates.
  • Coordinate sequencing of procedure updates, process changes, and training readiness.
  • Partner with fraud operations, compliance, risk, and technology teams to ensure successful program execution.
  • Facilitate stakeholder communication, conflict resolution, and executive escalations when necessary.
  • Ensure projects are delivered on schedule, within scope, budget, and quality expectations.
  • Drive continuous improvement in program delivery methodologies and governance practices.
  • Support portfolio planning, resource management, and prioritization of strategic initiatives.

Required Skills

  • 12+ years of Program or Project Management experience.
  • Strong experience managing Fraud Technology or Fraud Operations initiatives within Banking or Financial Services.
  • Experience with Project & Portfolio Management (PPM) methodologies and tools.
  • Strong understanding of fraud prevention systems, fraud detection platforms, and financial risk management.
  • Experience coordinating cross-functional implementation, training, and organizational change initiatives.
  • Expertise in stakeholder management, executive communication, and governance.
  • Strong experience managing project risks, dependencies, issues, and escalations.
  • Experience with Agile, Waterfall, or Hybrid project delivery methodologies.
  • Excellent leadership, communication, and organizational skills.

Preferred Skills

  • Experience with Planview Project & Portfolio Management (PPM).
  • Knowledge of Organizational Change Management (OCM) principles.
  • Experience working with fraud analytics, AML, payment fraud, identity fraud, or financial crime initiatives.
  • PMP, PgMP, PMI-ACP, or Scrum certification.
  • Experience with Jira, Confluence, Client Project, or Azure DevOps.
  • Familiarity with regulatory and compliance requirements within the banking industry.

Qualifications

  • Bachelor's degree in Computer Science, Information Systems, Business Administration, Engineering, or a related field.
  • 12+ years of experience in Program Management, Project Management, or Portfolio Management.
  • Proven experience leading enterprise-scale technology programs in Banking or Financial Services.
  • Strong experience working with executive leadership and cross-functional stakeholders.

Nice to Have

  • Experience with digital banking transformation initiatives.
  • Exposure to cloud platforms (AWS, Azure, or GCP).
  • Knowledge of data governance, cybersecurity, or enterprise risk management.
  • Lean Six Sigma or SAFe certification.
