The Opportunity:

This is a working level manager position. In addition to management responsibilities, you will help draft, incorporate, edit, review, and publish approved Satellite Control Network (SCN) Technical Order (TO) Changes to the baseline in support of the operations and maintenance personnel performing the SCN mission.

Within the realm of a DoD contract and military standard (MIL-STD) guidelines, you will communicate and coordinate with Data Transport Product Support Sustainment Logistics Maintenance (DSLM) project managers, configuration and data managers, engineers, logisticians, drafters, and Government customers to efficiently develop and maintain technical documentation and contractual deliverables.

The ideal candidate will need to be adaptable in a fast-paced environment with competing priorities and be able to balance and organize projects that span several stages of development.Responsibilities:

  • Basic supervisor to manage a team of technical writers.
  • Problems faced are moderate to difficult level.
  • Will communicate internally and externally.
  • Explains and trains facts, policies and practices related to Technical Orders.
  • Tasks will range in complexity of scope, to encompass tracking, training, and delivering all TO-related and required work per DSLM Performance Work Statement (PWS).
  • Tasks require independent thinking, analysis driven decisions, and will impact the TO team.

Specific Responsibilities Include:

  • Manages and updates all formal TO Internal Procedures
  • Conducts/briefs external meetings with customer and logistics (TPSSR, SSIPT), and TO team internal meetings
  • Conducts cross-department documentation and TO manager reviews.
  • Manages TO-related Integrated Master Schedule tasks, Estimated to Complete inputs, and TO team staffing projections.
  • Reviews and signs-off TO related Contract Data Requirements List (CDRL) and TO data in Engineering Change Proposals (ECPs)
  • Works to achieve operational objectives within job area which leads the overall impact and achievement of results for the entire technical order department.
  • Works to grow each TO team member while meeting business objections (this includes training, hiring decisions, promotions, disciplinary actions, pay raises, work assignments, managing leave and timecards etc.)
  • Works to structure team in a manner that mitigate single points of failure and ensures TO work is visible and accessible to keep work always moving along.
  • Responsible for making minor to major changes in systems and processes to solve problems.
  • Identify, define, and address problems that are not immediately evident but range in moderate to difficult complexity.
  • Problems range the immediate job area to expand with other departments that cross over with Technical Orders (i.e., project management, CM/DM, engineering, logistics, and drafting).
  • Problems are typically solved through drawing from prior experiences or standard procedures and analysis.

Qualifications:Required: 

  • B.S./B.A. plus three years of experience or seven years of experience in lieu of degree
  • Typically has 2-5 years previous experience with Air Force Technical Orders.
  • Willingness to learn.
  • Initiative to expand technical and soft skills.
  • Ability to problem-solve.
  • Adaptability to a fast-paced environment.
  • Excellent verbal/written communication skills.
  • Ability to consistently direct and lead a team to meet deadlines.
  • Experience with MS Word, Excel, and Power Point, Teams, and Adobe Acrobat Pro.
  • US Citizenship is required with the ability to obtain a secret clearance.

Desired:

  • Familiarity of the Satellite Control Network (SCN).
  • Familiarity with engineering drawings.
  • Working knowledge of TM-86-01, TO-00-5-1, TO-00-5-3.
  • Experience with Standard Generalized Markup Language (SGML), Arbortext editor, XPP, and S1000D.
  • Experience with Product Lifecyle Management (PLM) Tools (i.e., TeamCenter).
  • Experience with Enhanced Technical Management System (ETIMS), Air Force Technical Order (AFTO)
  • Experience with TOAP (Task Order Authoring and Publishing)
  • Air Force / NAVAIR Technical Writing experience or technical data experience
