Position Type: Hybrid (2 days onsite) Location: Mechanicsburg, PA Duration: 12 months Position Overview

We are seeking an experienced Functional Tester to support software testing efforts for Health and Human Services (HHS) systems, with a strong focus on Integrated Eligibility (IE) systems and public assistance programs. The ideal candidate will have at least 3 years of end-to-end software testing experience, including developing and executing test scenarios, validating system functionality, and identifying and documenting defects against stated requirements and design specifications.

Duties

• Review system requirements, functional specifications, and other documentation to identify testing objectives and develop appropriate test scenarios.
• Write, update, and execute functional and regression test cases for web-based applications.
• Test Integrated Eligibility (IE) functionality supporting public assistance programs, including Cash Assistance (TANF), Medical Assistance (Medicaid), Food Benefits (SNAP), and Child Care.
• Perform testing using a variety of approaches, including black-box, white-box, coverage, and regression testing techniques.
• Test batch processes, system interfaces, flat files, SOAP UI integrations, reports, security roles, and data conversion processes.
• Validate both coarse-grain and fine-grain security roles and permissions.
• Independently write and modify SQL queries of moderate complexity to validate database results and system processing.
• Test web-based replacement applications for legacy systems and validate that functionality meets business and technical requirements.
• Identify, analyze, and clearly document software defects that are inconsistent with requirements or design specifications.
• Troubleshoot issues, gather supporting information, and coordinate with development and project teams to facilitate resolution.
• Present testing findings and communicate issues clearly to technical and non-technical stakeholders.
• Manage multiple testing assignments while prioritizing work to meet project schedules and delivery timelines.
• Work independently while also collaborating effectively with cross-functional project teams.
• Perform testing and troubleshooting in a fast-paced environment while exercising sound judgment and maintaining a high level of quality.

Required Skills

• 3+ years of end-to-end software testing experience, including writing and executing test scenarios and documenting software defects.
• Experience testing Health and Human Services (HHS) systems, particularly Integrated Eligibility (IE) systems.
• Experience testing public assistance programs such as TANF, Medicaid, SNAP, and Child Care.
• Strong understanding of software testing techniques, including black-box, white-box, coverage, and regression testing.
• Experience testing batches, interfaces, flat files, SOAP UI, reports, security roles, and data conversion.
• Experience reviewing system documentation, identifying test objectives, and creating and maintaining test cases.
• Experience executing functional and regression testing for web-based applications.
• Ability to independently write and modify moderately complex SQL queries for database validation.
• Experience testing web-based systems that replace legacy applications.
• Strong written and verbal communication skills.
• Strong problem-solving, troubleshooting, and analytical skills.
• Ability to work independently and effectively within a team environment.
• Ability to manage multiple priorities and deliver work according to project timelines.

• Experience with test automation.
• Experience working with Agile, RUP, Lean, Waterfall, or similar software development methodologies.
• Experience using Azure DevOps to create and execute test cases.
