The Philadelphia Department of Public Health (PDPH) Division of Chronic Disease and Injury Prevention (CDIP) works to make healthy living easier for residents. Position Overview:

This position coordinates efforts across multiple internal and external partners to develop and enhance comprehensive approaches to prevent illegal sales and business activity among tobacco retailers in Philadelphia. The Tobacco Enforcement and Outreach Coordinator will also be responsible for providing educational presentations and convening community discussions among key stakeholders to raise awareness and encourage action to reduce illegal sales of tobacco and nicotine-based products to youth and adults. This position reports to the Tobacco Policy and Control Program Manager in the Division of the Chronic Disease and Injury Prevention (CDIP) in the Philadelphia Department of Public Health (PDPH).

Specific Activities:

The Tobacco Enforcement and Outreach Coordinator will:

  • Coordinate all youth sales prevention, investigation, and enforcement activities with internal and external partners.
  • Oversee the administration of ongoing surveillance of tobacco retailers and make recommendations for reducing violations by tobacco retailers in concert with the CDIP Data Team and other relevant partners.
  • Communicate and collaborate with the State Department of Health to ensure the proper implementation of youth sales enforcement activities, including administering the annual SYNAR survey.
  • Monitor and respond to complaints about alleged illegal sales of tobacco and nicotine-based products to youth and adults in concert with relevant partners.
  • Develop and enhance systems, presentations, and materials to increase tobacco retailers' compliance with youth-related laws.
  • Lead and participate in existing partner meetings to develop and implement programmatic and process goals.
  • Convene community presentations and round table discussions with internal and external stakeholders to generate support and alignment to reduce illegal tobacco retail activities.
  • Prepare and submit periodic reports on program activities, achievements, and progress toward overall goals; develop and prepare annual, comprehensive, and special program plans; help prepare various reports to state funding agencies.
  • Stay up to date on the latest literature and best practices in tobacco enforcement strategies.

Qualifications:

  • Prior experience working in a public health or related field.
  • Two or more years of experience with project management, education, coalition building, and/or community engagement is required.
  • Proven ability to build partnerships and facilitate collaborations with many different stakeholders.
  • Experience in project management and program coordination, with an ability to manage multiple initiatives simultaneously, navigate changes, and balance competing demands.
  • Experience and/or knowledge of the following is a plus: Evidence-based tobacco control and prevention strategies, structural factors shaping health, chronic disease prevention strategies, government systems, Philadelphia neighborhoods, and communities.

Education

  • Bachelor's degree is required
  • MPH preferred.
  • Or any equivalent combination of education and experience determined to be acceptable by the Public Health Department

SALARY: Commensurate with experience and qualifications, $60,000-$68,000 per year, plus benefits.
