The Trade Compliance Manager, reporting to the Director of Trade Compliance, prepares, manages, and tracks export compliance documentation in support of programs execution, including back and forth exchanges of technical data and technology and shipping large volumes of defense articles internationally. This role works closely with internal stakeholders, such as engineering, security, , supply chain and legal to ensure proper classification of hardware/software, complete and accurate USG submissions, compliant documentation and recordkeeping for each program, and adoption of Trade Compliance policies and procedures. This role will be responsible for applying Corporate and Directorate of Defense Trade Controls policies, standards, and regulatory requirements onto the organization, establishing proper controls, and compliance efficiencies. Additionally, the Trade Compliance Manager will have the opportunity to draft and execute companywide policies and procedures and create repositories that will drive success and efficiency for the organization.
This position also carries management responsibility for mentoring junior staff, overseeing trade compliance processes, and driving continuous improvement initiatives.
The role requires knowledge of export and import trade compliance rules and regulations including ITAR, EAR, ECCN, OFAC, ATF and USML.
Key Responsibilities:
- Draft and prepare comprehensive USG export and import authorization submissions
- Perform export classifications (ECCN, USML).
- Draft program-level export documentation in collaboration with engineering.
- Establish metrics and reporting mechanisms to track compliance performance and program status.
- Conduct denied party and embargo screenings
- Maintain export documentation in compliance with regulatory requirements.
- Mentor and provide guidance to junior compliance staff and cross-functional team members
- Develop and support training of engineering and program staff on export compliance best practices.
Required Qualifications:
- Bachelor’s degree or equivalent work experience.
- 5-7 years of trade compliance experience
- Proven ability to mentorjunior compliance support staff.
- Demonstrated ability to lead projects and compliance initiatives
- Strong knowledge of ECCN, USML, ITAR/EAR, and OFAC screening.
- Experience preparing USG authorization applications (TAAs, MLAs, DSP-5s, DSP-73s, etc.), export compliance documentation, requests, supporting forms
- Experience drafting and executing internal trade compliance policies and procedures
Preferred Qualifications:
- Experience in defense/aerospace manufacturing environment.
- Experience in implementing compliance process improvements or system enhancements
- Certified Export Specialist (CES) or similar credential.
For candidates based in San Luis Obispo, California, the annual base salary range for this role is $150,000- $170,000/year USD. The final compensation package will be determined based on factors including but not limited to experience, skills, qualifications, and internal pay equity.
