Job Description

Reporting to the Chief Operating Officer, the Vice President of Property Management oversees a large and growing department that provides permanent supportive housing to low-income individuals, families, and those who have experienced homelessness. This executive provides exceptional people leadership by developing high performing teams, fostering accountability, and creating a culture of engagement, collaboration, and continuous improvement. As a member of the executive leadership team, the Vice President contributes to organizational strategy, drives operational excellence across the property management portfolio, and serves as a key representative of Breaking Ground with external stakeholders. This role requires a highly collaborative, detail oriented, and process-driven leader who thrives in complex environments, creates structure where it does not exist, and consistently delivers measurable results.ESSENTIAL DUTIES AND RESPONSIBILITIES:

As an executive leader, help shape organizational priorities and strategic directionImplement effective communication strategies within the department so that accurate information is distributed at every level, and organizational priorities and expectations are clearEnsure the department is aligned with organizational priorities and goals, including:Develop, implement and/or refine short- and long-range goals, objectives, strategic plans, policies, systems, operating procedures, and best practices; monitor and evaluate programmatic and operational effectiveness and effecting changes required for improvementEstablish, monitor, and maintain Key Performance Indicators (KPIs) and other critical benchmarks and outcomes related to Property Management activitiesOversee department staff, including direct supervision of such positions as Deputy Vice President(s), Assistant Vice President(s), and other leadership positions as neededLead culture of recognition and accountabilityEnsure consistent performance management by establishing clear and measurable goalsEnsure existing and new staff are equipped with technical and department specific trainings to perform job functions successfullyEnsure successful execution of critical Property Management activities including:

Rent related activities (tenant rent collection, subsidy management, recertification, etc.)Management of landlord-tenant and legal activity that is aligned with applicable laws and regulations, Breaking Ground policies and procedures as well as values and goals, and best practicesMaintenance of safe, clean, structurally sound and "healthy" buildings through effective day-to-day security, routine inspections, maintenance, and janitorial dutiesSupport the organization's preventive maintenance program, inventory management, on-going capital upgrades, and energy efficiency programs, and violation managementManage vendor relationships to ensure quality and maximize operational and cost efficienciesCreate an atmosphere of community and wellness through tenant engagement, volunteer activities, and tenant services programming

Oversee portfolio-wide management of building violations, ensuring timely corrective action, regulatory compliance, and successful resolution in coordination with property teams and governmental agenciesProactively identify areas of potential risk and lead strategies for improvement and/or contingency planningProvide regular reports, analyses, planning documents, etc. to the Chief Operating Officer, executive leadership, other departments, the board of directors, etc.Develop strong and effective partnerships with all departments and lead collaborative interactions with an emphasis on problem-solving and improvement, defining and streamlining workflows and areas of responsibility, achieving outcomes, and building relationshipsEnsure sound financial management of the portfolio to promote fiscal responsibility and ensure profitable operations, including oversight of startup, short- and long-term budgets, ongoing financial monitoring, and recommending adjustments such as budget modifications and reserve drawdownsStrengthen existing and foster new relationships with service partners, peer nonprofits, funders, and other government and community stakeholders through participation in meetings and tours, providing technical assistance, negotiating linkages and agreements, etc. Work with partners to establish standards of excellenceBe readily available to receive property and staffing related emergencies and handle escalations as neededLead or participate in activities that advance Breaking Ground's mission and commitment as a leader in the field, including participation as an expert in workshops and conferences, advocacy, and swift response to emergent on-the-ground issuesPerform other related duties as assigned

MINIMUM QUALIFICATIONS:

Bachelor's degree or equivalent experience; master's degree preferredEducational experience in areas such as business and/or public administration, urban planning, and related fields a plusMinimum 10 years of senior leadership experience in property management and/or affordable/supportive housingMinimum 10 years of supervisory experience leading large teams and managing managersStrong background in affordable/supportive housing operations including extensive experience managing multiple sitesAdvanced knowledge of local, state, and federal housing and social service regulations and funding sourcesincluding Low Income Housing Tax Credit (LIHTC)Demonstrated expertise in managing and resolving housing, building, code, and regulatory violationsUnderstanding of NYC/NYS housing and homelessness policy and effective solutions for addressing homelessness and housing insecurityStrong leadership skills with demonstrated ability to successfully implement change management strategiesHighly analytical and a strategic problem solver with an ability to use data to forecast performanceStrong written and verbal communication skills, including the ability to write policy, and narrative for executive reportingExcellent client service and people skills, including the ability to communicate clearly and concisely with executive leadershipAbility to think clearly and calmly to prioritize work and handle emergencies efficiently and effectively, with sound judgmentStrong organizational skills with the ability to manage multiple significant priorities, including complex and time sensitive projects, and the ability to work under pressure and to meet deadlinesDemonstrated ability to effectively communicate and collaborate with government agencies and other external stakeholdersExpert level proficiency with Microsoft Office Suite programs including Word, Excel, Outlook, and Microsoft Team
