Position Overview:

As the Temporary WOTC Administrative Specialist, you are at the center of keeping the Work Opportunity Tax Credit program moving and making an impact for employers. In this position, you will review employer applications for accuracy and completeness, enter and manage data, and help businesses unlock valuable hiring incentives that support job growth. You will collaborate with program managers and coworkers to troubleshoot issues, support meaningful tracking and reporting, and recommend improvements that make processes faster and smarter. Your reliability, analytical mindset, and commitment to strong customer service will directly help Montana employers connect with the talent that drives their success.

Essential Functions:

  • Process WOTC applications by reviewing employer submissions for eligibility, confirming that all required information is complete, entering accurate data, and keeping applications moving so businesses can access hiring incentives quickly.
  • Monitor data quality by organizing records, cross-checking information across systems, and maintaining audit ready files that support program integrity and credibility.
  • Support compliance activities by assisting with reviews and audits, documenting findings, and helping implement improvements that align with state and federal requirements.
  • Research policy and procedures by reviewing program rules and legislation, translating complex information into clear guidance, and suggesting updates that make the program easier to understand and use.
  • Prepare federal and program reports by turning raw data into clear summaries, supporting timely submissions to federal partners and leadership, and helping tell the story of the program's outcomes.
  • Provide customer and stakeholder support by serving as a resource for employers, coworkers, and partner agencies, answering questions with clear, accurate information, and offering friendly, solution focused service.
  • Contribute to training and outreach by helping create tools, guides, and outreach materials that increase awareness of WOTC and make participation straightforward for Montana businesses.
  • Support continuous improvement by identifying opportunities to streamline workflows, reduce errors, and enhance each step of the employer experience with the WOTC program.

Required Skills and Competencies:

Candidates must demonstrate the ability to:

  • Organization and office management: Handle administrative tasks efficiently while maintaining detailed, accessible records and databases.
  • Data accuracy and attention to detail: Manage large sets of data precisely and apply established rules to ensure consistency.

  • Customer service and communication: Deliver clear, professional support to employers and team members alike.

MINIMUM QUALIFICATIONS (Education and Experience)

  • Demonstrated experience performing administrative or program support work including data entry, document processing, and record management.
  • Experience applying written policies, procedures, or guidelines to real world situations.
  • Experience in delivering high-quality customer service and problem-solving assistance to employers, clients or the public.
  • Proficiency in office technology, including word processing, spreadsheets and digital communication tools; ability to learn specialized systems.
  • Proven ability to work both independently and collaboratively, meet deadlines and adapt to changing workloads or priorities.
  • A degree in human services, social work, workforce development, business, public administration, or a closely related field may supplement relevant professional experience but is not a substitute for demonstrated skills and competencies in the areas noted above. Equivalent combinations of education and directly related experience will be considered.

This position may be eligible for a statutory $1.00 an hour base pay increase effective on July 1, 2026.
