Schedule: 2 days in office, 3 days in the field
Compensation: $135,000-$155,000 annual salary, depending on experience
Location: Metro Office- 7625 Metro Blvd, Suite 200, Edina, MN 55439
About the job:
The Vice President of Housing, Disability Services, and Community Justice is a senior executive responsible for the strategic, operational, and financial leadership of three of VOA MN/WI's largest and most complex divisions.
Reporting to the President and CEO, the Vice President oversees a broad portfolio of 24/7/365 direct services that intersect housing stability, disability supports, and community justice.
The ideal candidate is a systems-oriented, relational leader with deep experience in largescale nonprofit or human services environments. The role requires the ability to navigate complex policy and funding landscapes, integrate work across programs and populations, and balance mission impact with compliance, safety, workforce realities, and financial sustainability. The Vice President advances organizational strategy by aligning frontline operations, culture, outcomes, and partnerships for impact.
Essentials:
Strategic & Enterprise Leadership
- Serve as a key member of the executive leadership team, contributing to the development and execution of VOA MN/WI's strategic plan.
- Lead integrated strategy across Housing, Disability Services, and Community Justice, ensuring alignment with organizational priorities and community needs.
- Translate complex systems, culturally responsive, and trauma-informed approaches across all divisions, ensuring services recognize the full needs, strengths, and lived experiences of the people we serve.
Program & Operational Oversight
- Provide executive funding portfolios, including government contracts, braided funding, and cost structures across continuous care environments.
- Partner with Finance, Compliance, and Operations leaders to manage organizational risk related to safety, regulatory compliance, workforce stability, and reputation.
- Use data, outcomes, and performance indicators to inform decision making, assess impact, and communicate results internally and externally.
People, Culture, & Change Leadership
- Lead, mentor, and develop senior division leaders, building strong leadership pipelines and cohesive management teams.
- Foster environments where teammates feel supported, accountable, and able to grow, particularly amid workforce shortages and operational pressure.
- Lead through periods of change, including growth, restructures, and new service models, while maintaining stability, trust, and clarity.
- Foster environments where teams feel safe, support, and able to contribute fully and bring their whole selves to work.
External Relations & Policy Navigation
- Serve as a senior organizational leader in navigating relationships and policy landscapes across federal, state, county, and city systems, particularly where housing, disability, health, and justice systems intersect.
- Build and steward strong partnerships with government agencies, funders, community-based organizations, coalitions, and internal stakeholders.
- Represent VOA MN/WI as a collaborative, trusted leader in the communities it serves.

Required Qualifications:
- Senior-Level Leadership experience (typically 10+ years) in a large nonprofit or complex human services organization.
- Demonstrated experience in affordable housing, disability services, community justice, or related continuous care environments.
- Proven ability to lead within complex systems, navigating multiple stakeholders, funding streams, and regulatory frameworks.
- Strong relational leadership skills across people served, teammates, government partners, funders, and community collaborators.
- Demonstrated change management experience, including restructures, growth phases, or implementation of new service models.
- Strong understanding of nonprofit finance, government contracting, braided funding, and cost management.
- Experience with technology used in human services (case management systems, EHRs).
