Project Manager (Walter Reed National Military Medical Center)

• Work with Contractor and Naval Facilities Engineering Command to schedule the project in logical steps and budget time required to meet deadlines.

• Inspect and review projects to monitor compliance with building and safety codes, and other regulations.
• Interpret and explain plans and contract terms to customers, administrative staff, workers, and clients, representing the Medical Center’s Facilities Management Department.
• Support in the review contracts and support Naval Facilities Engineering Command to negotiate revisions, changes and additions to contractual agreements with architects, consultants, clients, suppliers and subcontractors.
• Review necessary permits and licenses for compliance with regulations, codes, and navy guidance.
• Provide advice and coordinate with Government engineering technicians.
• Study job specifications to determine appropriate construction methods.
• Team with NAVFAC Washington Engineers to select, contract, and oversee workers who complete specific pieces of the project, such as electrical, mechanical, painting or plumbing.
• Support in the preparation of budget estimates and progress and cost tracking reports.
• Partner with NAVFAC Washington Engineers to develop and implement quality control programs.
• Take actions to coordinate impacts with NAVFAC Washington and customers resulting from delays, bad weather, or emergencies at construction site.
• Confer with supervisory personnel, owners, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction problems.
• Plan, organize, and support in the coordination of activities concerned with the construction and maintenance of structures, facilities, and systems.
• Team with NAVFAC Washington to investigate damage, accidents, or delays at construction sites, to ensure that proper procedures are being carried out.
• Evaluate construction methods and determine the appropriateness of cost-effectiveness of plans, using computers.*  

• Ten years of work experience specifically involving construction project management, of which 3-5 years have been in a Health Care setting.
• Knowledge of business and management principles involved in planning, resource allocation, human resources, leadership, production methods, and coordination of people and resources.
• Knowledge of the practical application of architectural science and technology. This includes applying principles, techniques, procedures, and equipment to design and construct facilities and building systems.
• Knowledge of economic and accounting principles and practices, and the analysis and reporting of financial data.
• Knowledge of materials, methods, and the tools involved in the construction or repair of facilities.
• Skill to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to solve problems.
• Ability to bring others together to reconcile differences.
• Knowledge of principles and processes to provide customer services.
• Skill in reading blueprints and schematics.
• Recordkeeping skills.
• Working knowledge of computer.
