The Contractor shall assist in administering contract modifications by issuing notice of intents, drafting supplemental contract pages, and completing NBS and CAMS system work. Task 2.4 – Data Entry and Reporting: The Contractor shall perform data entry and file upload as required for acquisitions in the Contract Award and Management System (CAMS) used by the NHLBI OA (e.g., PRISM). The Contractor shall prepare reports at the request of the Government Technical Point of Contact and assist customers with their reporting needs as requested. The Contractor shall recommend improvements in data entry for increased reporting functionality. Task 2.5 – Review and Improve Acquisition-Related Templates: In coordination with OA subject matter experts, refine existing or develop new templates for key acquisition documents, such as the Performance Work Statement (PWS), sole source justifications, etc., and provide guidance on the development of the Independent Government Cost Estimate (IGCE). Task 2.6 – Other Services to Perform: Other task assignments in accordance with this NHLBI OA Statement of Work, as requested by the Government’s Technical Point of Contact Qualifications: Bachelor’s Degree, with 24 semester hours in business-related coursework, from an accredited college or university. Position Overview: ASR International Corp. has an opportunity for an Electrician Technical Trainer position at Naval Construction Group TWO (NCG 2) whose role it is to organize, man, train, maintain, and equip Naval Construction Regiments (NCRs), Naval Mobile Construction Battalions (NMCBs), the Construction Battalion Maintenance Unit (CBMU), and the Underwater Construction Team (UCT) to provide supported commanders with expeditionary engineering forces capable of general engineering and construction, and limited combat engineering across the full range of military operations.  The Seabee Technical Trainer (STT) in Gulfport, MS provides technical instruction to Seabees in the following ratings: Electrician, Builder, Utilities, Steel Worker, and Equipment Operator.  NCG 2 Seabee Technical Trainers (STT) require skilled and knowledgeable instructors responsible for delivering training to apprentice Seabees.  The training scheduled will be for unit personnel to refine skills through reps and sets in line with the Navy Occupational Standards (OCCSTDs).  The instruction will contribute to advancement opportunities and lead to a more knowledgeable and technically competent Naval Construction Force. The Electrician Technical Trainer will provide instruction and technical expertise and will assist with development and implementation of curriculum.  Responsibilities will include delivering lectures, developing, and providing specific construction procedures, with hands-on practical trade application events that directly correlate to the content found in the Construction Electrician Navy Education Training (NAVEDTRA) Rate Manuals and current industry building codes and standards (American National Standards Institute, National Electrical Code).  The Electrician Technical Trainer will be involved in developing and refining construction module training packages to provide familiarization of the various Rate related subjects by extracting content from the NAVEDTRA manuals, and various recognized construction references and codes. Additional responsibilities include developing and refining module execution packages, including tool and material lists, to facilitate hands on field instruction and execution.  Construction module products include plans, Power Point presentations, module practical application guides, monthly metrics briefs, and facilities level utilization and scheduling briefs. Provide day to day administrative, technical, and operational support management of the NCF STTs. Provide instruction on approved topics, review practical application guides, tools, and material list to facilitating the management and execution of the established STT construction modules. Provide specific field construction supervision during hands-on practical trade application events that directly correlate to the content found in the Construction Electrician Navy Education Training (Construction Electrician Basic NAVEDTRA 14026A, Construction Electrician Advanced NAVEDTRA  14027A), Seabee Construction Management (SCM) User Manual, Rate Training Manuals, and current industry building codes and standards (National Electrical Code). Responsible for constructing module mockups prior to the start of construction modules to enhance the learning environment and ultimately assist the crew members in achieving construction objectives when executing any of the Seabee Technical Trainer Modules.  Electrician Technical Trainer modules include Basic Conduit Bending and Installation, Basic Wiring, Basic Panel Wiring and Electrical Theory,   Basic Fixture and Device Installation, Basic Advanced Wiring, and Basic Troubleshooting. Manage the schedule, construction material, tools, equipment, consumable, and facility maintenance of the construction STT modules to sustain daily operations at the STT. Qualifications/Skills/Experience/Education: At least 8 years’ experience in respective construction/trade occupational field.  Minimum of 5 years’ experience as an instructor, or as a construction Crew Leader/Project Supervisor. At least 5 years of experience documented through work experience from the private sector, military or both, or appropriate valid certifications equivalent to the NEC 805A and/or Master Training Specialist Certification. Education: High school diploma or equivalent - General Educational Development (GED) certificate. Possess extensive knowledge of construction management principles including planning, estimating, material take-off, resource leveling, project site layout, techniques of foremanship and actual construction experience.  Experience/expertise as it applies to construction and construction trades. Comprehensive Knowledge of Federal, State and Local security procedures is required. Strong working experience in Microsoft Office Suite is required.  Working knowledge of MS-Excel, MS-Word, MS-Outlook, MS-PowerPoint, and MS-Project to prepare reports/briefs and input/extract data. Working knowledge of the content found in their specified occupational field’s (electrical) NAVEDTRA manuals and industry references and codes.  Must have a working knowledge of the information found in the SCM User’s Manual. Possess knowledge of Navy OF-07 structure and be familiar with all construction related vocations. Familiar with the open purchase ordering process and the use of prime vendor ordering. Work independently or as part of a team with strong customer service, telephone skills, and ability to communicate effectively both orally and in writing. Possess a strong understanding of construction math skills and be able to use a calculator. Ability to manage multiple priorities, meet deadlines, exercise initiative in gathering, assembling, collate, and analyzing information for completion of assigned tasks. Willing to spend substantial time in a field training environment or on assigned travel (TAD or Mobile Training Team). Have and maintain valid CPR qualification. Ability to operate visual information equipment (LCD projectors, smart boards, document cameras, or other visual aid equipment) that can be utilized as training aides. Must be a U.S. Citizen (proof of citizenship required) and able to obtain a favorable determination from a National Agency Check Local Agency and Credit check (NACLC) investigation. Must maintain a neat, clean and professional appearance. Work environment requires executing field construction activities requiring prolonged standing and working in an active construction site environment. Additional physical demands require use of power   hand tools, lifting or construction materials and climbing of ladders. The Contractor shall assist with acquisitions in accordance with Federal Acquisition Regulations (FAR), Department of Health and Human Services Acquisition Regulations (HHSAR), NIH and NHLBI policies and procedures.

Task 2.1 - Acquisition Requirements Gathering: The Contractor shall assist in determining the scope of work for individual acquisition requirements, perform market research, and recommend appropriate methods of acquisition and types of acquisition mechanisms to be used to meet a specific set of requirements. 

Task 2.2 – Prepare Draft Acquisition Documents: The Contractor shall assist in the preparation of a wide variety of draft acquisition documents, including statements of work and specifications, cost estimates, acquisition plans, statement of needs, determination and findings, justification and approvals and other required supporting documentation. All templates will be provided by the Government TPOC.

Task 2.3 – Assistance in Contract Administration: The Contractor shall assist the OA and the customer in monitoring contractor performance including, but not limited to reviewing contract deliverables such as invoices and reviewing requests for modification of the terms and conditions of contracts/orders. The Contractor shall assist in administering contract modifications by issuing notice of intents, drafting supplemental contract pages, and completing NBS and CAMS system work.

Task 2.4 – Data Entry and Reporting: The Contractor shall perform data entry and file upload as required for acquisitions in the Contract Award and Management System (CAMS) used by the NHLBI OA (e.g., PRISM). The Contractor shall prepare reports at the request of the Government Technical Point of Contact and assist customers with their reporting needs as requested. The Contractor shall recommend improvements in data entry for increased reporting functionality.

Task 2.5 – Review and Improve Acquisition-Related Templates: In coordination with OA subject matter experts, refine existing or develop new templates for key acquisition documents, such as the Performance Work Statement (PWS), sole source justifications, etc., and provide guidance on the development of the Independent Government Cost Estimate (IGCE).

Task 2.6 – Other Services to Perform: Other task assignments in accordance with this NHLBI OA Statement of Work, as requested by the Government’s Technical Point of Contact

Qualifications:

  • Bachelor’s Degree, with 24 semester hours in business-related coursework, from an accredited college or university.  
  • DAWIA or FAC-C Level I or II (Equivalent) preferred
  • Four years of federal contract administration experienceProficiency in the use of PD2 or other contract writing tools

    • Working knowledge of federal procurement regulations and policies.

    • Ability to perform cost and/or price analysis functions.
