WORKING CONDITIONS: The Fire Chief works under the direction of the City Manager. Performs a variety of technical and complex administrative, supervisory and professional work in planning, coordinating and directing the activities of the Fire Department. While performing the duties of this job, the Fire Chief may work in outside weather conditions overseeing on site management of a fire. Most duties are administrative and directed from a comfortable office environment. In the office environment the noise level is usually quiet. When outdoor work is required the noise level could vary from quiet to loud. The Fire Chief must be knowledgeable in pollutants, explosives and hazardous substances. Occupancy inspections require knowledge of structures and site conditions that may be dangerous to inspectors. Fire work , by its nature contains hazards and dangers. 4. TASKS and DUTIES OF JOB: General Definition: Performs technical administrative, supervisory and complex fires services work directing the full activities of the Fire Department. Work is often performed under emergency conditions and frequently involves considerable personal hazard. Work is performed under the general supervision of the City Manager. 1 Maintains the required confidentiality of all work. The majority of fire/EMS work is confidential. 2 Plans, coordinates, supervisors and evaluates Fire Department operations. 3 Develops policies and procedures for the Fire Department in order to implement directives from the City Council or City Manager. 4 Plans and implements a fire program for the City in order to carry out the policies and goals of City Management and Council. Responsible for the enforcement of the City of Martinsburg Fire Prevention Code. 5 Reviews Department performance and effectiveness, formulates programs or policies to streamline processes or alleviate deficiencies. Reviews and revises Standard Operating Procedures (SOP's) as needed. Supervises all implemented processes and procedures. 6 Coordinates information gathered and work accomplished by various fire staff and assigns staff to special investigations as the need arises for specific skills. 7 Makes recommendations concerning amendments and improvements in the building codes and Assures that personnel are assigned to shifts or working units which provide optimum effectiveness in terms of current situations and circumstances governing deployment. 8 Responds to and takes command of fire department personnel at major fires or EMS events. 9 Supervises and coordinates the preparation of an annual budget for the Department; directs the implementation of the department's budget and controls expenditures; plans for and reviews specifications for new or replaced equipment. 10 Directs the development and maintenance of computer systems, records and legal documents that provide for the proper control and documentation of fire department operations. 11 Trains and develops Department personnel in accordance with state and federal standards. Directs all in-service training activities. 12 Maintains Departmental discipline and the conduct and general behavior of assigned personnel. Handles grievances. 13 Conducts performance evaluations and evaluates all departmental personnel at least once annually or as otherwise directed. 14 Prepares and certifies bi-weekly payroll, issues sick, vacation, personal and compensatory leave approval for assigned employees. 15 Prepares and submits periodic reports and an annual report to the City Manager regarding the Department's activities. Prepares a variety of other reports as required per state/federal regulations. 16 Responsible for the maintenance of apparatus, equipment, station(s) and all supplies necessary for the safe and efficient operation of the department. 17 Meets with elected or appointed officials, or other law enforcement officials, news media, community and business representatives and the public on all aspects of the Department's activities. Prepares media releases on operations and/or special cases as required. 18 Attends conferences, meetings, and development opportunities to keep abreast of current trends in the field. 19 Represents the City Fire Department in a variety of local, county, state and other meetings. 20 Cooperates with County, State and Federal Fire officials as appropriate where activities of the Fire Department are involved. 21 Makes recommendations concerning amendments and improvements in building codes or other regulating ordinances affecting fire prevention and fire programs. 22 Receives and/or supervises mail control 23 Performs the duties of subordinate personnel as needed. 24 Analyzes and recommends capital improvements. 19 Any and all other duties assigned by the City Manager. 5.   11. Coordinates and facilitate ongoing communication to ensure efficient intradepartmental and interdepartmental operations.

  12. Communicates in a timely fashion with other departments regarding patients who have been admitted, discharged, require inter-hospital transfer, or have expired. Communicate patient information and unit needs intra-departmentally.

  13. Consistently answers telephone in a courteous and timely manner, identifying self and department at all times and answers questions within area of knowledge. Forwards calls to appropriate staff members.

  14. Consistently answers patient call bells in a courteous and timely manner and dispatch appropriate personnel.

  15. Assists physicians and other individuals by providing requested information about specific patient or department routines in accordance with the hospital's policy on Release of Patient Information.

  16. Coordinates and facilitates ongoing communication to ensure timely, efficient intradepartmental and interdepartmental transportation of patients.

  17. Phones in consults to other services in a timely and accurate manner.

  18. Maintains communication with other patient care departments (e.g., Dietary, Lab, Telemetry, Video Monitoring) to assure patient care needs are met.
