This position is based at Idaho Power's downtown Boise location. We offer employees both flexible schedules and the opportunity to work up to 40% remote after a period of demonstrated proficiency in their role. What does a Senior Contracting Specialist do for us? The Senior Contracting Agent works independently and with minimal guidance to lead stakeholders in the development of internal customer materials and service contracts of significant risk and/or complexity. They lead the competitive bidding process, negotiations, and prepare comprehensive contract documents. The Senior Contracting Agent will meet business unit cost objectives with a focus on delivering the best value to Idaho Power. This role serves as Supply Chain's primary subject matter expert for government-funded contracts, requiring independent judgement, interpretation of funding requirements, and close coordination with legal, engineering, and project teams to ensure compliance while meeting business objectives. A COMPETETIVE CANDIDATE WILL HAVE Knowledge of: Contracting practices, terms, and conditions Developing and writing a statement of work Negotiation techniques and supplier management practices Competitive bidding processes Contracting strategies and principles for a wide range of service/goods industries ERP and EAM systems Business Acumen Preferred: Demonstrated experience applying Federal Acquisition Regulation (FAR) requirements and U.S. Government contracting principles, including interpreting federal and state grant terms and translating funding requirements into procurement strategies, contract language, and supplier flow-downs for federally funded programs Build America, Buy America (BABA) provisions and Davis-Bacon and Related Acts (DBRA) requirements for federally funded infrastructure projects Federal contracting processes, including General Services Administration (GSA) schedules, Office of Foreign Assets Control (OFAC) compliance, and Small Business Administration (SBA) requirements Educating internal stakeholders on compliance requirements, risks, documentation standards, and audit considerations Compliance, documentation, and audit requirements associated with public funding, including records retention, cost allowability, procurement justification, and responsiveness to external review or audit Skills in: Excellent time management, decision making, and analytical skills Effective problem solving, critical thinking, and negotiation skills Verbal, written, and professional communication, including effective listening Highly organized, able to manage and coordinate multiple projects, including competing priorities with frequent interruptions Focusing on quality with strong attention to detail Building and establishing effective working relationships to foster trust and collaboration Microsoft 365, such as Word, Excel, PowerPoint, Teams, and OneNote Ability to: Drive complex contract negotiations and competitive RFx events to achieve optimal terms and cost savings Apply risk mitigation and compliance practices to safeguard organizational interests Build and manage supplier relationships to enhance performance and long-term value Lead cross-functional teams and collaborate with diverse stakeholders to deliver results Communicate clearly and persuasively with technical experts and senior leadership Prioritize tasks, adapt to changing priorities, and maintain composure under pressure in fast-paced environment Mentor and guide peers, leveraging procurement expertise to strengthen team capability Analyze data, identify trends, and develop actionable recommendations for alternative solutions Be prepared to work extended hours during major emergencies (e.g., fires, outages) to support critical operations Demonstrate adaptability and initiative when facing change and complex challenges Approach problems with curiosity and persistence, asking tough questions and delivering effective solutions Remain accessible outside normal business hours to respond to urgent leadership or customer needs MINIMUM REQUIREMENTS Education: Bachelor's degree OR An equivalent combination of education and experience Experience: 6 or more years related work experience Licenses & Certifications: Valid driver's license with an acceptable driving record based on driving requirements for the position PHYSICAL REQUIREMENTS This position requires working at a desk/computer for extended periods of time. It requires the use of office equipment, fine motor skills including typing on the computer, dialing phones, filing paper, and working in close proximity to other people.
