ICF is looking for a Physical Access Control Systems (PACS) and Federal Identity, Credential, and Access Management (FICAM) Subject Matter Expert (SME) to support a large Strategy and Business Solutions Support Contract. If you are looking for an opportunity to help inform and direct IT investment decisions, join our team. This position is predominantly remote; however, you may be required to work at the Federal client's location in Arlington, VA on occasions. Key Responsibilities: Support the development of the Physical Access Converged Enterprise Solution Planning (PACES) project vision, roadmap, acquisition strategy, implementation approach, and resource requirements for automating and integrating physical security systems and processes. Analyze and review existing physical security systems and processes to identify opportunities for modernization and automation. Identify and propose interfaces to enhance and automate physical security processes, support Electronic Security System (ESS) integrations and ensure compliance with federal mandates. Identify and recommend access controls, including Personal Identity Verification (PIV) / non-PIV credentialing, automated General Services Administration (GSA) and PACS interfaces, onboarding and offboarding processes, multi-factor authentication, role-based privilege management, visitor management, and parking management. Identify methods to synchronize physical access data with authoritative sources to maintain data integrity and accuracy. Ensure federal interoperability (federation) of physical access control systems. Recommend system architecture, product selection, and integration strategies using GSA's Approved Products List (APL). Develop system design, compliance, and audit readiness documentation. . Ensure alignment with FICAM and NIST guidelines by collaborating with federal stakeholders, integrators, and vendors. Prepare and deliver executive briefings and recommendations for senior leadership. Recommend business process improvements and reengineering initiatives through the use of strategic thinking. Engage with all stakeholders from subject matter experts to senior leadership. Required Qualifications: Hold a bachelor's degree in information systems, engineering, or related field. Bring at least 10 years of experience in PACS, identity management, or federal IT compliance. US Citizenship (required by federal government). Additional Qualifications: Demonstrate extensive knowledge of PACS modernization and federal mandates (FICAM, FIPS 201, NIST SP 800-116), and an in-depth understanding of FICAM architecture, PIV credentials, and PACS technologies. Apply experience with federal physical security systems and identity management. Understand GSA APL and PACS interoperability requirements. Exhibit strong skills in business process management (BPM) and workflow automation. Demonstrate mastery in requirements gathering, metrics analysis, solution readiness assessment, and program support. Utilize proficiency in Microsoft applications (Word, Excel, PowerPoint, SharePoint, Teams, and Visio), Tableau, Power Apps, Azure DevOps, and ServiceNow. Apply business analysis, strategic thinking, scoping, and process modeling, conduct research and analysis, and provide program support. Leverage knowledge of people, processes, and technologies to drive process improvements and identify problems, evaluate information, and recommend solutions. Operate independently in a fast-paced environment with strong attention to detail. Collaborate effectively with clients to assess needs, resolve issues, and deliver tailored solutions, expressing information clearly to individuals or groups based on audience and context, including executive-level presentations. Demonstrate strong written and verbal communication skills, with professionalism and confidence when presenting to groups, including C-level executives. Preferred Skills/Experience: Hold an advanced degree in information systems, engineering, or related field. Hold certifications such as Certified Information Systems Security Professional (CISSP) or Physical Security Professional (PSP). Apply experience with Federal IT services models and frameworks. Demonstrate knowledge of commercial IT hardware and software markets. Apply operational experience in program/project metrics tracking and reporting. Job Description

ICF is looking for a Physical Access Control Systems (PACS) and Federal Identity, Credential, and Access Management (FICAM) Subject Matter Expert (SME) to support a large Strategy and Business Solutions Support Contract. This position is predominantly remote; however, you may be required to work at the Federal client's location in Arlington, VA on occasions.

Key Responsibilities:

  • Support the development of the Physical Access Converged Enterprise Solution Planning (PACES) project vision, roadmap, acquisition strategy, implementation approach, and resource requirements for automating and integrating physical security systems and processes.

  • Analyze and review existing physical security systems and processes to identify opportunities for modernization and automation.

  • Identify and propose interfaces to enhance and automate physical security processes, support Electronic Security System (ESS) integrations and ensure compliance with federal mandates.

  • Identify and recommend access controls, including Personal Identity Verification (PIV) / non-PIV credentialing, automated General Services Administration (GSA) and PACS interfaces, onboarding and offboarding processes, multi-factor authentication, role-based privilege management, visitor management, and parking management.

  • Identify methods to synchronize physical access data with authoritative sources to maintain data integrity and accuracy.

  • Ensure federal interoperability (federation) of physical access control systems.

  • Recommend system architecture, product selection, and integration strategies using GSA's Approved Products List (APL).

  • Develop system design, compliance, and audit readiness documentation. .

  • Ensure alignment with FICAM and NIST guidelines by collaborating with federal stakeholders, integrators, and vendors.

  • Prepare and deliver executive briefings and recommendations for senior leadership.

  • Recommend business process improvements and reengineering initiatives through the use of strategic thinking.

  • Engage with all stakeholders from subject matter experts to senior leadership.

Required Qualifications:

  • Hold a bachelor's degree in information systems, engineering, or related field.

  • Bring at least 10 years of experience in PACS, identity management, or federal IT compliance.

  • US Citizenship (required by federal government).

Additional Qualifications:

  • Demonstrate extensive knowledge of PACS modernization and federal mandates (FICAM, FIPS 201, NIST SP 800-116), and an in-depth understanding of FICAM architecture, PIV credentials, and PACS technologies.

  • Apply experience with federal physical security systems and identity management.

  • Understand GSA APL and PACS interoperability requirements.

  • Exhibit strong skills in business process management (BPM) and workflow automation.

  • Demonstrate mastery in requirements gathering, metrics analysis, solution readiness assessment, and program support.

  • Utilize proficiency in Microsoft applications (Word, Excel, PowerPoint, SharePoint, Teams, and Visio), Tableau, Power Apps, Azure DevOps, and ServiceNow.

  • Apply business analysis, strategic thinking, scoping, and process modeling, conduct research and analysis, and provide program support.

  • Leverage knowledge of people, processes, and technologies to drive process improvements and identify problems, evaluate information, and recommend solutions.

  • Operate independently in a fast-paced environment with strong attention to detail.

  • Collaborate effectively with clients to assess needs, resolve issues, and deliver tailored solutions, expressing information clearly to individuals or groups based on audience and context, including executive-level presentations.
