Summary Our client is seeking an experienced Application Development Manager to lead the design, delivery, and support of complex software solutions supporting gas pipeline transportation and trading operations . The ideal candidate will have a proven background in leading development teams and strong domain experience in natural gas pipeline management , covering areas such as rates, contracts, nominations, confirmations, scheduling, allocations, capacity release, and invoicing . Key Responsibilities Lead a cross-functional application development team in delivering enhancements and new capabilities across gas pipeline systems. Oversee the full software development lifecycle (SDLC) from design to deployment and maintenance. Collaborate with business units to translate commercial and operational requirements into technical specifications. Ensure integration between pipeline management modules: nominations, confirmations, scheduling, invoicing , etc. Optimize system architecture for performance, reliability, and scalability. Maintain compliance with FERC and other regulatory frameworks where applicable. Guide DevOps and QA best practices, with focus on continuous delivery and testing automation. Essential Experience & Skills 5–10 years of hands-on experience in natural gas pipeline transportation systems (TMS or TMS-like platforms). Strong understanding of industry operations: Contract Management Nominations & Confirmations Scheduling & Allocations Capacity Release Rate & Tariff Management Invoicing/Billing Experience managing software developers (onshore/offshore) in an agile or hybrid environment. Technical stack experience (examples): .NET or Java backend Oracle or SQL Server databases Integration via APIs/EDI with third-party trading/transport systems. Proven leadership skills and ability to translate business needs into scalable solutions. Desirable (Nice-to-Have) Familiarity with industry platforms like Quorum , P2 Energy Solutions , or custom in-house pipeline systems . Previous experience in roles at a midstream operator , pipeline company , or gas utility . Currently PSE is searching for a Senior SCADA Analyst who has experience working with Aveva's OASys DNA and OSIsoft PI application and depending on their level has experience in some/most of the other areas listed below: Responsible for the monitoring, maintenance, development, and support of a mission critical, high availability IT monitoring and control system (SCADA) Enhance and maintain all primary and peripheral systems that make up the Gas SCADA environment Design, develop, deploy and support applications to meet the needs of primary and secondary internal customers Design and oversee the implementation of vendor and 3rd party supplied system enhancements/products to the mission critical system infrastructure Collaborate with applicable parties to configure, deploy, and troubleshoot remote devices and systems of varying types and complexity using all available resources in compliance with all applicable regulatory requirements Collaborate with Security, Systems and Database Administration staff to maximize the effectiveness of enhancement and maintenance efforts Supports and troubleshoots the operational SCADA environment as well as insuring optimized monitoring and system reliability reporting Configure and maintain alarm management of SCADA system alarms for gas controllers, customers and SCADA staff Install and configure the PI System in redundant environments including but not limited to Interface Failover, PI Collective, Load Balanced AF Server, SQL AlwaysOn, Clustered Notifications and Analysis, Load Balanced PI Vision Deploy and configure the patches in multiple gas domains Mentors and trains lower-level analysts Configure and ensure that all telemetry and controls are available and accurate Technologies/Applications in Scope: OASYS DNA Suites and interfaces OSIsoft Pi Historian and interfaces C Programming MODBUS / DNP3 / Mercury / PI to PI Microsoft Servers 2012 and above & SQL Server 2008 R2 and above Communications and connectivity (MODBUS/DNP/Mercury/Pi to Pi Connections) Coordinate work with vendors and contractors, during project conception and implementation stages. Manage smaller projects or a Project team from conception to completion. Additional Job Responsibilities Learn new technologies to help provide the right solutions to customers. Detailed understanding and experience: 5+ years hands-on systems experience in one or more (specialized technical requirements as shown in technical addendum) modules appropriate for the job (or other related functional area experience). Possesses full technical knowledge of phases of software development life cycle. Advanced knowledge of Microsoft Office. Knowledge of systems and/or business analysis design concepts. Demonstrated proficiency in the applied use of systems and process analysis tools. Full system life cycle experience, including development lifecycle methodologies. Ability to facilitate interactive design and functional specification sessions. Highly developed interpersonal, written and verbal skills with an ability to express complex technical concepts in business terms. Excellent technical writing and system documentation skills Strong analytical problem-solving and conceptual skills. Demonstrated project management skills for smaller projects. Must be a "team player" able to work with management in developing and implementing new processes and enabling systems. Summary
Our client is seeking an experienced Application Development Manager to lead the design, delivery, and support of complex software solutions supporting gas pipeline transportation and trading operations. The ideal candidate will have a proven background in leading development teams and strong domain experience in natural gas pipeline management, covering areas such as rates, contracts, nominations, confirmations, scheduling, allocations, capacity release, and invoicing.
Key Responsibilities
  • Lead a cross-functional application development team in delivering enhancements and new capabilities across gas pipeline systems.
  • Oversee the full software development lifecycle (SDLC) from design to deployment and maintenance.
  • Collaborate with business units to translate commercial and operational requirements into technical specifications.
  • Ensure integration between pipeline management modules: nominations, confirmations, scheduling, invoicing, etc.
  • Optimize system architecture for performance, reliability, and scalability.
  • Maintain compliance with FERC and other regulatory frameworks where applicable.
  • Guide DevOps and QA best practices, with focus on continuous delivery and testing automation.
Essential Experience & Skills
  • 5–10 years of hands-on experience in natural gas pipeline transportation systems (TMS or TMS-like platforms).
  • Strong understanding of industry operations:
    • Contract Management
    • Nominations & Confirmations
    • Scheduling & Allocations
    • Capacity Release
    • Rate & Tariff Management
    • Invoicing/Billing
  • Experience managing software developers (onshore/offshore) in an agile or hybrid environment.
  • Technical stack experience (examples):
    • .NET or Java backend
    • Oracle or SQL Server databases
    • Integration via APIs/EDI with third-party trading/transport systems.
  • Proven leadership skills and ability to translate business needs into scalable solutions.
Desirable (Nice-to-Have)
  • Familiarity with industry platforms like Quorum, P2 Energy Solutions, or custom in-house pipeline systems.
  • Previous experience in roles at a midstream operator, pipeline company, or gas utility.
Candidate Profile 
  • 8–15 years in natural gas pipeline transportation systems (TMS, Quorum, or in-house)
  • Direct experience in contractual and operational processes (nominations, confirmations, scheduling, etc.)
  • 3–5 years in a leadership or Application Development Manager role
  • Strong technical background with experience in custom enterprise applications (likely .NET or Java-based)
  • Experience integrating pipeline apps with invoicing, billing, and trading platforms
  • Oil and Gas experience is a must
  • Strong stakeholder management and communication skills across tech and commercial teams
