GENERAL STATEMENT OF DUTIES: To be responsible for the planning and administration of a statewide public health dental program for improving dental conditions among pre-school, school, and the adult population of the state; to conduct educational activities relating to dental health in schools, teachers' colleges and professional schools; to initiate programs for the public in education for dental health; and to do related work as required.

SUPERVISION RECEIVED: Works under the administrative direction of the Assistant Director of Health (Health Programs) with considerable latitude for the exercise of initiative and independent judgment; work is reviewed for the application of expected professional standards, principles methods for the application of expected professional standards, principles, methods and techniques, and for conformance to law, rules, and regulations.

SUPERVISION EXERCISED: Plans, organizes, reviews and evaluates the work of professional, sub professional, clerical and other personnel.

ILLUSTRATIVE EXAMPLES OF WORK PERFORMED:

  • To be responsible for the administration of a statewide public health dental program for improving dental conditions among pre-school, school, and the adult population of the state.
  • To conduct educational activities relating to dental health in schools, teachers' colleges, professional schools and public health meetings and seminars.
  • To initiate programs for the public in education for dental health.
  • To serve as a consultant to local Dental Clinics and demonstrate the latest dental care and practices, techniques and equipment.
  • To establish and maintain standards of dental care for the statewide Public Health Dental Program.
  • To assist in developing, and making available, facilities such as portable dental equipment for loan to private dentists in order to render dental care to the homebound and shut-ins.
  • To initiate and promote dental health research projects of interest and concern to the public, such as the topical application of fluoride, the fluoridation of public water supplies and the scope, magnitude and effect of state dental health problems on the community.
  • To coordinate the work of other dental programs which are tax supported such as those of the Department of Social Welfare.
  • To assist in planning, conducting and analyzing research dental studies which include the Cleft Palate and Cleft Lip Dental Care Program, and the Dental Care Program for children with an intellectual and developmental disability.
  • To continually evaluate the extent of dental services provided by the various communities and prepare reports containing findings, analyses and recommendations for improvement. To represent the Department of Health at conferences and meetings of public and private agencies relative to Dental Public Health.
  • To do related work as required.

REQUIRED QUALIFICATIONS FOR APPOINTMENT:

KNOWLEDGE, SKILLS AND CAPACITIES: A thorough knowledge of the principles practices and techniques of corrective and preventive dentistry and pedodontia and skill in the application of such principles, practices and techniques in the field of Public Dental Health; a thorough knowledge of the anatomy of the teeth and supporting oral structures; a thorough knowledge of clinical procedures and techniques as applied to children's dental health clinics and the ability to instruct and advise local dentists and other clinical personnel in such procedures and techniques; a thorough knowledge of specialized dental equipment, instruments and materials used in corrective and preventive dentistry in public dental health and the ability to instruct local dentists and other clinical personnel in the use of such equipment, instruments and materials; a familiarity with bio statistics and the ability to apply such knowledge in the collection, recording, analysis and interpretation of public dental health data; the ability to initiate, conduct and administer educational programs in public dental health and to initiate and conduct dental health research projects leading to the reduction and elimination of dental diseases; the ability to establish dental health care standards; the ability to prepare and present educational information orally and in writing; the ability to plan and supervise the work of dentists and clinic personnel; and related capacities and abilities.

EDUCATION AND EXPERIENCE:

Education: Such as may have been gained through; graduation from a dental school approved by the Rhode Island Board of Education and accredited by a regional or national accrediting agency; and possession of a Master's Degree in Public Health or a certificate in Public Health from an accredited program; and

Experience: Such as may have been gained through: employment as a dentist in the field of pedodontia or as a dentist in private practice.

SPECIAL REQUIREMENT:

Must meet established requirements of the Rhode Island Department of Health to practice dentistry in Rhode Island and must maintain such requirements as a condition of employment.

populations.

This position will report to the Chief, Office of Oral Health within the Division of Community Health & Equity at the RI Department of Health and to the Rhode Island Medicaid Program Director.

Oral Health Program, Rhode Island Department of Health

  • This position will collaborate with state and federal agencies on programs that incorporate oral health into policies addressing the needs of Rhode Island's diverse populations and systemic/chronic diseases affected by oral health/disease.
  • Responsible for dental subject matter expertise and clinical guidance and quality of the state Oral Health Program for improving dental and oral health conditions over the life course for Rhode Islanders, in association with the Oral Health Program Team.
  • Participate in and attend departmental, state, local, and national meetings and events relevant to the Oral Health Program, including, but not limited to: RI Oral Health Commission Coalition (local - quarterly meetings) and associated workgroups (biweekly-bimonthly); National Oral Health Conferences (national - annually) and regular calls of the Association of State Dental Directors (ASTDD) Grantee meetings (national - semi-annually); Employee and Division staff meetings of the Rhode Island Department of Health; and Other meetings or events of key primary care/oral health constituents (local and/or national).
  • Review and revise materials developed by the Oral Health Program for clinical accuracy and appropriate dental relevancy for audiences including, but not limited to, those listed above.
  • Serve as ex-officio on the Rhode Island Board of Dental Examiners.
  • Provide guidance on oral health recommendations, strategies, legislation, policies and improvement plans developed by, but not limited to, the organizations listed above.
  • Review, revise and/or complete relevant grant application proposals and requisite reports for clinical accuracy and appropriate dental relevancy in accordance with funding requirements and timelines to obtain and sustain funding for appropriate oral health/public health initiatives in Rhode Island.
  • Provide technical assistance and training related to oral health to community-based agencies, professional and consumer groups, and the public.
  • Provide technical assistance to the Chief, Office of Oral Health, the Oral Health Program Manager, and other members of the Oral Health Program team regarding the coordination of oral health policy and health promotion/disease prevention initiatives.
  • Conduct training conferences for internal and external stakeholders including, but not limited to, primary care/oral health professionals and students, Head Start/Early Head Start staff, parents and children, school nurses, teachers, Women, Infants and Children (WIC program), nutritionists and support staff, departmental staff, and others. Training conferences could include but are not limited to: Educational activities related to dental health in Rhode Island schools, including elementary schools, high schools, colleges, universities, and professional or trade schools; and educational programs for the public through health meetings and seminars.
  • Provide consultations for local Dental Clinics and demonstrate new dental care practices, techniques, procedures, and equipment.
  • Meet annually with school dentists and provide guidance on dental screenings.
  • Establish, maintain, and if possible, improve statewide standards of dental care.
  • Continuously evaluate dental services provided by the program and their impact on various communities and populations. This includes, but is not limited to, data analysis and preparation of reports, summaries, and recommendations for improvement.
  • Traveling to attend in person presentations, meetings, seminars, events, or any other need as it may arise. At times, travel may occur outside of normal business hours.
  • In association with the Oral Health Team, collaborate with state and federal agencies, and internal programs, to fulfill departmental program initiatives by incorporating oral health into programs addressing systemic and chronic diseases that affect Rhode Islanders.
  • This position may need to participate in an after-hours Administrative on-call system after one-year of service

Rhode Island Medicaid Office, Rhode Island Department of Human Services

  • This position will provide clinical oversight and monitoring of Medicaid-funded oral health services to ensure timely, accurate and superior program performance, plan/provider problem solving, and technical assistance.
  • Responsible for dental subject matter expertise and clinical guidance and quality of the Rhode Island Medicaid Office.
  • Represent the Rhode Island Medicaid Office and program at stakeholder meetings and provide clinical dental expertise as related to dental policy decisions.
  • Attend and participate in managed care oversight meetings, assist in the monitoring and evaluation of contractor/provider performance and help ensure program integrity.
  • Provide dental subject matter expertise in the review of proposals, of including value- based purchasing approaches of dental services and alternate payment methodologies.
  • Analyze existing programs to ensure performance measures are being met and make recommendations for improvement.
  • Support contractor development, monitoring, and re-contracting of Dental Managed Care Contractors.
  • Ensure compliance for the State around the dental provisions of CHIPRA Legislation and any other federal guidance.
  • Clinical oversight and monitoring of all mobile dental service providers working in RI's Nursing Homes.
  • Provide professional dental advisory support focusing on the analysis, program development, and evaluation of applicable dental health services and Medicaid fee-for-service benefit coverage and program administration.
  • Monitor dental industry developments that may impact applicable dental health care services offerings including legislative/legal developments at the local, state, and federal level.
  • Provide oversight and monitoring of Medicaid dental benefits scope, delivery systems and network adequacy.
  • Attend national and regional meetings relevant to Medicaid dental programs, including regular calls and the annual symposium of the Medicaid Medicare CHIP Dental Services Association (MSDA).
  • Perform other related duties and tasks to facilitate the accomplishment of the goals and objectives associated with the State's oral health initiatives/activities.

Preferred qualifications/skills: High proficiency using Microsoft Office products; Ability to manage multiple projects and deadlines with attention to detail; Grant writing experience; Experience with public speaking; Initiative to launch and complete long-term projects; Ability to maintain and sustain successful working relationships with associates, community stakeholders, and public and private sector agencies.
