Participates in preparation and presentation of issues to the Board of Trustees, Medical Executive Committees and other entities as assigned. Such relationships include other CNOs, Directors of Nursing, medical staff, hospital administrative staff and department heads, community health and education agencies, and other agencies relating to health care on a local, state and national basis. Partners with Finance and other operating groups to facilitate the smooth delivery of key deliverables. The CNO may serve on several standing committees and councils. JOB SUMMARY:

Responsible for strategic oversight and operational performance for Patient Care Services within designated facility. Provides leadership, guidance, and direction in achieving outcomes consistent with organizational mission, philosophy, goals, and objectives. Assumes leadership responsibility for the assessment planning, implementation, and evaluation of clinically effective and efficient systems of care and service within the continuum of care.

The Chief Nursing Officer II (CNOII) directs all operations of patient services in assigned areas and may also be responsible for other clinical and administrative operations such as Imaging Services, Lab Services, Security Services, etc. The Chief Nursing Officer II (CNOII) may also be assigned Campus Administrator responsibility for designated hospital campus.

EDUCATION/EXPERIENCE:

Graduation from an accredited College of Nursing with a Masters degree from an accredited program in a specialty such as Nursing, Public Health, Health Administration, or Business Administration required. Doctorate (DNP or PhD) in Nursing required. DNP preferred.All degrees must be from accredited colleges or universities. Continuing education of 30 hours or more bi-annually. Five years of progressive managerial experience, preferably at the Director level or above in an Academic Medical Center. Demonstrated achievement of high quality and cost-effective clinical outcomes.

LICENSURE, CERTIFICATION, and/or REGISTRATION:

Current Registered Nurse (RN) licensure in good standing in the State of North Carolina. Certification in area of specialty or clinical administration required within one year of hire.

ESSENTIAL FUNCTIONS:

Ability to provide strategic leadership for nursing practice and operations. Plans, develops and implements approved operational and capital budgets for nursing departments. Identifies areas of need, determines feasibility, and makes appropriate recommendations in all operational areas. Fiscal management responsibilities include reviewing and planning goals for each department, and facilitating the development and divisional goals, which are congruent with institutional goals. Ensures that procedures and controls are employed by each department and analyzes, develops and monitors corrective action plans to meet established fiscal goals.

In conjunction with the market Vice President and Chief Nurse Executive, contributes to the creation and implementation of long-range strategic plans and goals. Along with the CNE, and in concert with other nursing and clinical leaders, participates with the governing and/or community advisory board, medical staff, and management team to plan, promote, and conduct organization wide performance improvement activities. Participates in preparation and presentation of issues to the Board of Trustees, Medical Executive Committees and other entities as assigned. Reviews and evaluates the implications of proposed long- and short-term goals and strategic objectives. Responsible for the overall planning and development of nursing programs in assigned areas, the development and monitoring of standards, the quality assurance program, research, and educational activities.

Ensures direction and oversight of clinical functions and activities for all nursing and patient care departments. If designated as the Campus Administrator, may also be responsible for oversight of all non-clinical departments at the campus. Provides leadership in critical thinking, conflict management, and problem solving. Facilitates the development of policies and procedures which affect clinical practice, including collaboration with medical, administrative or department head colleagues, as appropriate, in the development and approval of such policies and procedures. Facilitates the Professional Governance process for all areas in which nursing is practiced.

Provides continuous quality improvement using quality indicators to initiate and drive organizational change in an evolving cycle of continuous improvement. Maintains compliance with hospital, regulatory, and Joint Commission guidelines and adherence to quality improvement standards in effective patient care. Is actively engaged in continuous quality improvement as a member of assigned quality and safety oversight committees. Monitors and manages key performance indicators for targeted areas including but not limited to: handwashing, hospital acquired conditions, and nursing sensitive indicators.

Builds and maintains collaborative partnerships both within and outside the institution. Such relationships include other CNOs, Directors of Nursing, medical staff, hospital administrative staff and department heads, community health and education agencies, and other agencies relating to health care on a local, state and national basis. Partners with Finance and other operating groups to facilitate the smooth delivery of key deliverables. The CNO may serve on several standing committees and councils.

Instills a culture where opportunities are available for consumer input into healthcare decisions and policy development. Participates in planning, monitoring, and evaluating efforts to improve patient engagement, satisfaction, and perception of care.

Functions as a professional manager of resources and environment and a facilitator of the clinical practice of nursing and operations. Provision is made for the development of activities and standards, which assure that plans of care are made for each patient in accordance with the age and development needs of the patient and with the medical plan of care. Department policy and organizational goals and objectives provide the framework for these activities. The CNO is responsible for all aspects of nursing and clinical care.
