Executive Office of Housing and Livable Communities (EOHLC) is seeking a Federal Grants Compliance Coordinator/Program Coordinator II in the Division of Housing Stabilization! AGENCY MISSION: The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents. Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities. OVERVIEW OF ROLE: The Federal Grants Compliance Coordinator provides operational oversight of the contract compliance and monitoring for Massachusetts Balance of State (BoS) Continuum of Care (CoC) grant recipients and sub-contractors, coordinates the Environmental Review process for all CoC-funded projects, and provides application support for the annual Balance of State CoC grant application to the U.S. Department of Housing and Urban Development (HUD). Under the supervision of the Massachusetts Balance of State Continuum of Care Supervisor, this position manages the contract compliance, reporting, and monitoring process with other CoC staff, as well as with other state agency partners where relevant. Ensures provider compliance with contracted performance measures and outcomes, as well as HUD-mandated Homeless Management Information System (HMIS) data reporting. DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE): 1) Monitoring Implement, maintain, and revise as needed, the annual monitoring plan for all CoC-funded projects which reflects EOHLC contract and HUD-mandated performance requirements. The annual monitoring plan includes a report that identifies areas of technical assistance needs, concerns or findings of non-compliance and requirements for addressing them. The annual monitoring also identifies those recipients who should be categorized as high risk for grant administration due to poor performance. Work with sub-recipients to implement corrective action in a specified period. Work with Balance of State Continuum of Care Supervisor, program managers, and the DHS Director of Finance when reviews result in findings for questioned and/or disallowed costs, or when serious management or regulatory infractions occur, to ensure consistency with sub-recipient contract requirements. Provide technical assistance with the proposed corrective action when appropriate to ensure fairness and consistency. 2) Investigations and Resolutions: In coordination with other unit staff, investigate client complaints and intercede in resolution process between homeless service providers and clients if needed in relation to Continuum of Care projects. 3) CoC Engagement Work with Contract Coordinators and Coordinated Entry Lead to develop the quarterly expenditure and vacancy report and support the Contract Coordinators and subrecipients in addressing slow spending or high vacancy levels. Work with sub-recipients to develop and maintain Environmental Review documentation for all CoC-funded projects, including updates as needed for new properties. Provide CoC application support and assist in resolving any HUD-identified conditions or required adjustments. Provide CoC Committee support as assigned. PREFERRED QUALIFICATIONS: Excellent written and oral communication skills. Experience in program analysis, program management, program coordination, program planning. Proficiency in using both Microsoft Word and Excel. Ability to handle multiple priorities. Familiar with the agency's homeless grant programs, specifically Continuum of Care. Experience in managing contracts related to program implementation and evaluating contract compliance and performance. Experience working with non-profit agencies. Experience or knowledge of grant/contract compliance. Experience in conducting program and/or fiscal audits/monitoring. Experience in preparing financial statements, and budgets. Ability to provide guidance to diverse groups and elicit support and cooperation. The position requires frequent travel throughout the state. Possession of a current and valid Massachusetts Class D Motor Vehicle Operator's license or the equivalent from another state is required. COMMENTS: Please upload resume and cover letter. Job Description

Executive Office of Housing and Livable Communities (EOHLC) is seeking a Federal Grants Compliance Coordinator/Program Coordinator II in the Division of Housing Stabilization!

AGENCY MISSION:

The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents.

Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities.

OVERVIEW OF ROLE:

The Federal Grants Compliance Coordinator provides operational oversight of the contract compliance and monitoring for Massachusetts Balance of State (BoS) Continuum of Care (CoC) grant recipients and sub-contractors, coordinates the Environmental Review process for all CoC-funded projects, and provides application support for the annual Balance of State CoC grant application to the U.S. Department of Housing and Urban Development (HUD). Under the supervision of the Massachusetts Balance of State Continuum of Care Supervisor, this position manages the contract compliance, reporting, and monitoring process with other CoC staff, as well as with other state agency partners where relevant. Ensures provider compliance with contracted performance measures and outcomes, as well as HUD-mandated Homeless Management Information System (HMIS) data reporting.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

1) Monitoring

  • Implement, maintain, and revise as needed, the annual monitoring plan for all CoC-funded projects which reflects EOHLC contract and HUD-mandated performance requirements. The annual monitoring plan includes a report that identifies areas of technical assistance needs, concerns or findings of non-compliance and requirements for addressing them. The annual monitoring also identifies those recipients who should be categorized as high risk for grant administration due to poor performance.
  • Work with sub-recipients to implement corrective action in a specified period.
  • Work with Balance of State Continuum of Care Supervisor, program managers, and the DHS Director of Finance when reviews result in findings for questioned and/or disallowed costs, or when serious management or regulatory infractions occur, to ensure consistency with sub-recipient contract requirements. Provide technical assistance with the proposed corrective action when appropriate to ensure fairness and consistency.

2) Investigations and Resolutions:

  • In coordination with other unit staff, investigate client complaints and intercede in resolution process between homeless service providers and clients if needed in relation to Continuum of Care projects.

3) CoC Engagement

  • Work with Contract Coordinators and Coordinated Entry Lead to develop the quarterly expenditure and vacancy report and support the Contract Coordinators and subrecipients in addressing slow spending or high vacancy levels.
  • Work with sub-recipients to develop and maintain Environmental Review documentation for all CoC-funded projects, including updates as needed for new properties.
  • Provide CoC application support and assist in resolving any HUD-identified conditions or required adjustments.
  • Provide CoC Committee support as assigned.

PREFERRED QUALIFICATIONS:

  1. Excellent written and oral communication skills.

  2. Experience in program analysis, program management, program coordination, program planning.

  3. Proficiency in using both Microsoft Word and Excel.

  4. Ability to handle multiple priorities.

  5. Familiar with the agency's homeless grant programs, specifically Continuum of Care.

  6. Experience in managing contracts related to program implementation and evaluating contract compliance and performance.

  7. Experience working with non-profit agencies.

  8. Experience or knowledge of grant/contract compliance.

  9. Experience in conducting program and/or fiscal audits/monitoring.

  10. Experience in preparing financial statements, and budgets.

  11. Ability to provide guidance to diverse groups and elicit support and cooperation.

  12. The position requires frequent travel throughout the state. Possession of a current and valid Massachusetts Class D Motor Vehicle Operator's license or the equivalent from another state is required.

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division's Recruiting Guidelines. II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
