Quality Control Manager / Site Safety Health Officer

POSITION SUMMARY:
This position is a dual hat role as Quality Control Manager / Site Safety Health Officer (QCM/SSHO).  This role will supervise and inspect three phases of control and tests- Preparatory Phase, Initial Phase, and Follow-up Phase. They will conduct weekly preparatory, safety and coordination meetings. The QCM/SSHO will review all submittals to ensure satisfactory requirements are met in compliance of contract specifications and design drawings. The QCM/SSHO will ensure project quality control monitoring & tracking, through compliance with all corporate, local, provincial and federal workplace laws, rules and regulations. They are responsible for avoidance reduction and control of costs associated with workplace accidents and injuries. The QCM/SSHO will perform as an internal resource and consultant to management and supervision in identifying and alleviating workplace hazards.  The QCM/SSHO is responsible for enforcing safety regulations, primarily the EM 385-1-1 manual, OSHA regulations, and a contractor's safety program. Key duties include conducting site inspections, providing safety training, ensuring compliance with federal, state, and local laws (including OSHA), developing safety plans, and investigating accidents. This role requires experience, and specific certifications like OSHA 30 are mandatory, with additional training often needed for federal projects. 
POSITION QUALIFICATIONS:
  • Minimum of 10 years combined federal construction experience as a superintendent, inspector, QC Manager, project manager, or construction manager on $10M -$20M vertical construction project which included all major trades.
  • EM 385-1-1 40 hour certification.
  • Current Corps of Engineer Quality Control Certification required.
  • OSHA 30.
  • First Aid/CPR/AED certified.
  • Five years of continuous general industry safety experience in supervising/managing general industry (managing safety programs or processes or conducting hazard analyses and developing controls).
  • Maintained competency through having 8 hours of documented formal, on-line, or self-study safety and health related coursework every year.
  • Experience in the areas of hazard identification and safety compliance
  • The ability to communicate in written and oral formats with diplomacy and tact.
  • An aptitude for exercising independent thinking and reasoning.
  • Skilled in setting up quality control testing equipment.
  • Demonstrated knowledge of compliance in government construction or environmental projects.
  • Proven knowledge in reading and comprehending construction plans and related technical documents.
  • Successful track record in effectively engaging with subcontractors.
ESSENTIAL FUNCTIONS:
  • Prepare daily reports for submittal to the Government.
  • Prepare quality and safety meeting agendas and then conduct meetings.
  • Perform daily quality control inspections to ensure all work is in compliance with the project plans and specifications.
  • Assist Site Safety Health Officer in maintaining a high level of safety awareness and performance at company work sites.
  • Responsible for overseeing compliance with all Corps of Engineers Safety Guidelines.
  • Administration in accordance with Corps of Engineers guidelines pertaining to company operations.
  • When possible, accompany Government inspectors on inspections at company work sites.
  • Recognize that subcontractors are the company’s responsibility when on our work sites.
  • Maintain project as-builts.
  • Prepare & submit project closeout documents in accordance with the plans and specifications.
  • Perform additional assignments per supervisor’s direction.
  • Direct testing activities throughout production cycles.
  • Monitor performance of quality control systems to ensure effectiveness and efficiency.
  • Oversee workers including supervisors, inspectors, or field workers engaged in construction activities.
  • Analyze quality control test results and provide feedback and interpretation to management or staff.
  • Communicate quality control information to all relevant organizational departments, outside vendors, or contractors.
  • Create and implement inspections and testing criteria or procedures.
  • Direct the tracking of defects, test results, or other regularly reported quality control data.
  • Document testing procedures, methodologies, or criteria.
  • Identify critical points in the construction process and specify sampling procedures to be used at these points.
  • Identify quality problems or areas for improvement and recommend solutions.
  • Instruct staff in quality control and analytical procedures.
  • Instruct vendors or contractors on quality guidelines, testing procedures, or ways to eliminate deficiencies.
  • Produce reports regarding nonconformance of products or processes, daily production quality, root cause analyses, or quality trends.
  • Review and update standard operating procedures or quality assurance manuals.
  • Review quality documentation necessary for regulatory submissions and inspections.
  • Verify that raw materials, purchased parts or components, in-process samples, and finished products meet established testing and inspection standards.
  • Collect and analyze material samples to evaluate quality.
  • Evaluate new testing and sampling methodologies or technologies to determine usefulness.
  • Generate and maintain quality control operating budgets.
  • Review and approve quality plans submitted by contractors.
  • Stop production if serious product defects are present.
  • Maintain and ensure all employees and visitors adhere to the Site Safety and Health Plan, Environmental Protection Plan, Accident Prevention Plan, Activity Hazard Analysis and Construction Quality Control Plan.
  • Developing, implementing, and managing the contractor’s SOH program.
  • Assist with inspections, reviews and development of Activity Hazard Analyses (AHAs).
  • Ensuring compliance with safety requirements by all project personnel, including subcontractors and visitors.
  • Maintaining safety reference material at the site.
  • Conducting daily SOH inspections and maintaining a SOH deficiency tracking system.
  • Reporting and investigating all accidents and near misses.
  • Attending all pre-construction conferences, tail-gate meetings, and pre-work meetings.
  • Conducting ongoing evaluations of the Accident Prevention Plan (APP) to ensure it remains current and site-specific.
  • Providing and keeping records of site safety orientation and indoctrination training for all project personnel.
  • Reviewing and signing the Site Safety and Health Officer Designation Letter (ENG Form 6282).
  • Ensuring visitors are escorted, properly protected with Personal Protective Equipment (PPE), and receive a safety brief.
  • Prepare safety meeting agendas and then conduct meetings.
  • Maintain a high level of safety awareness and performance at company work sites.
  • Responsible for overseeing compliance with all Corps of Engineers Safety Guidelines outlined in the EM 385-1-1 manual, as well as OSHA regulations, and a contractor's safety program.

  • US Citizenship or Green Card certification.

WORK ENVIRONMENT:
Various construction projects using a variety of construction systems, in different environments and regional area. Work will consist of, but not be limited to general and specialized construction including new construction, interior/exterior renovations/rehabilitations, tenant improvements and system upgrades.
Physical Requirements:
Personal Protective Equipment (PPE) will be worn as part of the safety precautions, when visiting construction sites. Work may involve climbing to elevated locations, going into trenches, confined spaces, environments with extreme temperatures, irregular walking surfaces, and a wide range of potential construction hazards.
