Assists General Manager, in his/her absence, by performing basic managerial skills and communicating the operational status and objectives to Base Management. Responsible for driving corporate safety and security programs and administer field station training programs for Ramp & Fueling operations through hands on and verbal instruction. Main accountabilities include: Manages Safety Policies and Procedures (SSP's) and other Health, Safety, Environmental (HS&E) and Training systems approved by senior management. Ensures implementation of all operations in compliance with local, state, and federal rules and regulations. Prepares local safety policies and procedures for Base senior management approval. Ensure proper communication with these company systems at the local level. Conducts on-site inspections and audits of base operations, facilities, equipment, materials, and training to further develop, recommend and/or implement policies and procedures. Ensures compliance with applicable regulations, HS&E programs, training programs and internal policies including the FAA's Anti-Drug and Alcohol Programs. Leads the investigation of accidents, injuries, and near misses and cooperates in the preparation of material and evidence for use in hearings, lawsuits, and insurance investigations. Will also determine root causes and recommend corrective action. Ensures approved corrective actions by Base senior management are communicated to Base employees to enable safe operation practices. Oversee the compilation and submission of base accident reports required by regulatory agencies. Performs graphical and numerical analysis of accident, injury and near misses to determine trends. Provides recommendations to Base senior management to reverse negative trends. Conducts HS&E and Training inspections and audits. Prepares reports, and communicates unsafe findings to appropriate authorities, addressing root causes and determining corrective action. Participates in audits and inspections performed by Corporate or outside personnel. Assists Corporate in reviewing equipment and material purchasing plans for compliance with applicable HS&E rules, regulations, and practices. Determines necessary changes to facilitate a safe work environment. Conducts need analysis by conferring with managers and supervisors to determine training needs. Establishes and manages action plan(s) to address HS&E and Training issues. Communicates the action plan to Base management and supervisory personnel. For specific training topics not offered by SFU, will research, and recommend outside consultants/trainers to conduct training. Evaluates instructors' performance and monitors trainers' progress by maintaining and preparing statistical reports. Provides operational managers with employee training completion reports and training needs. Oversees the administration of the Workers' Compensation Program, to include working with the insurance carrier to reduce employee lost time. Provides General Managers with verbal and written reports describing obstacles, achievements and recommended actions within the HS&E and Training programs. Confers with management to gain knowledge of work situation(s) requiring training for employees to better understand changes in police, procedures, regulation, and technologies. Formulates teaching outline and determines instructional methods such as individual training, group instruction, lectures, demonstrations, conferences, meetings, and workshops. Select or develop teaching aids such as training handbooks, demonstration models, multimedia visual aids, computer tutorials and reference works using company supplied material(s). Conduct training sessions covering specified areas such as new employee orientation, on-the-job training, health and safety practices, refresher training, upgrading, and retraining displaced workers. Tests trainees to measure progress and evaluate effectiveness of training. Reports on the progress of employees under guidance during training periods. Monitors performance of trained personnel. Acts as a point of contact for field personnel. Involvement in audits by outside sources. Maintains and updates employee training files and airline manuals. Investigate and adjust customer complaints and concerns regarding systems maintenance. Follow company and departmental safety policies and procedures. Maintain descriptive records on all maintenance equipment Review daily systems inspections on a weekly basis Coordinate with the General Manager on facility maintenance status. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to read, analyze and interpret general business periodicals, FAA documentation, professional journals, or government regulations. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions in written, oral, diagram or schedule form Certificates, Licenses and Registrations. Valid state Driver's License. Ability to effectively prioritize. Excellent attendance, communication skills and the ability to work well under pressure. Must be able and willing to work flexible shifts. Collaborate with operational leadership to integrate EHS&T considerations into operational processes and decision-making processes. Ensure compliance with all federal, state, and local environmental regulations and reporting requirements in all operational activities. Develop, implement and monitor health and safety programs to prevent workplace injuries and illnesses. Promote and cultivate a strong safety culture, by applying Human and Organizational (HOP) principles that emphasize proactive safety practices and employee engagement. Conduct operational risk assessments, audits, and inspections to identify potential hazards and implement corrective and preventive actions. Lead incident investigations, root cause analyses, and implementation of system-wide corrective actions to prevent recurrence. Enforce policies and procedures related to driver safety and vehicle maintenance. Develop and maintain comprehensive emergency response plans and procedures. Monitor and analyze EHS&T performance metrics to identify trends, measure progress, and drive continuous improvement. Basic Requirements: Bachelor’s degree in Occupational Health and Safety, Engineering, Environmental Science or a related field. Minimum of 5 years’ experience in EHS&T roles, with at least 2 years in a leadership position within an operational context. In-depth knowledge of environmental regulations, OSHA standards and transportation safety regulations. Proven experience developing and implementing EHS&T programs and policies. Experience promoting safety culture and implementing human and organizational performance principles. Exceptional communication, collaboration and influencing abilities. Strong consulting and systems project management skills. Ability to work in diverse environments, including offices, laboratories, waste management areas, warehouse settings, and outdoors as needed for scoping and appraisal of high hazard work. Proficient use of Microsoft PowerPoint, Word, and Excel. This position requires occasional travel to various fleet locations and flexibility to respond to emergencies outside regular working hours. Preferred Requirements Certifications such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH) or similar credentials are highly desirable. Experience with EHST management systems such as Intelex or similar platforms. Role Purpose

carry out managerial responsibilities in accordance with the organization's policies and applicable laws. Assists General Manager, in his/her absence, by performing basic managerial skills and communicating the operational status and objectives to Base Management.

Responsible for driving corporate safety and security programs and administer field station training programs for Ramp & Fueling operations through hands on and verbal instruction.

Main accountabilities include:

  • Manages Safety Policies and Procedures (SSP's) and other Health, Safety, Environmental (HS&E) and Training systems approved by senior management. Ensures implementation of all operations in compliance with local, state, and federal rules and regulations. Prepares local safety policies and procedures for Base senior management approval.
  • Ensure proper communication with these company systems at the local level.
  • Conducts on-site inspections and audits of base operations, facilities, equipment, materials, and training to further develop, recommend and/or implement policies and procedures. Ensures compliance with applicable regulations, HS&E programs, training programs and internal policies including the FAA's Anti-Drug and Alcohol Programs.
  • Leads the investigation of accidents, injuries, and near misses and cooperates in the preparation of material and evidence for use in hearings, lawsuits, and insurance investigations. Will also determine root causes and recommend corrective action.
  • Ensures approved corrective actions by Base senior management are communicated to Base employees to enable safe operation practices.
  • Oversee the compilation and submission of base accident reports required by regulatory agencies. Performs graphical and numerical analysis of accident, injury and near misses to determine trends. Provides recommendations to Base senior management to reverse negative trends.
  • Conducts HS&E and Training inspections and audits.
  • Prepares reports, and communicates unsafe findings to appropriate authorities, addressing root causes and determining corrective action. Participates in audits and inspections performed by Corporate or outside personnel.
  • Assists Corporate in reviewing equipment and material purchasing plans for compliance with applicable HS&E rules, regulations, and practices. Determines necessary changes to facilitate a safe work environment.
  • Conducts need analysis by conferring with managers and supervisors to determine training needs.
  • Establishes and manages action plan(s) to address HS&E and Training issues. Communicates the action plan to Base management and supervisory personnel.
  • For specific training topics not offered by SFU, will research, and recommend outside consultants/trainers to conduct training.
  • Evaluates instructors' performance and monitors trainers' progress by maintaining and preparing statistical reports. Provides operational managers with employee training completion reports and training needs.
  • Oversees the administration of the Workers' Compensation Program, to include working with the insurance carrier to reduce employee lost time.
  • Provides General Managers with verbal and written reports describing obstacles, achievements and recommended actions within the HS&E and Training programs.
  • Confers with management to gain knowledge of work situation(s) requiring training for employees to better understand changes in police, procedures, regulation, and technologies.
  • Formulates teaching outline and determines instructional methods such as individual training, group instruction, lectures, demonstrations, conferences, meetings, and workshops.
  • Select or develop teaching aids such as training handbooks, demonstration models, multimedia visual aids, computer tutorials and reference works using company supplied material(s).
  • Conduct training sessions covering specified areas such as new employee orientation, on-the-job training, health and safety practices, refresher training, upgrading, and retraining displaced workers.
  • Tests trainees to measure progress and evaluate effectiveness of training.
  • Reports on the progress of employees under guidance during training periods.
  • Monitors performance of trained personnel.
  • Acts as a point of contact for field personnel.
  • Involvement in audits by outside sources.
  • Maintains and updates employee training files and airline manuals.
  • Investigate and adjust customer complaints and concerns regarding systems maintenance.
  • Follow company and departmental safety policies and procedures.
  • Maintain descriptive records on all maintenance equipment
  • Review daily systems inspections on a weekly basis
  • Coordinate with the General Manager on facility maintenance status.
  • Performs other duties as assigned by management

  • Fully understand the company health and safety policy.
  • Attend training courses as may be arranged by the Company.

Qualifications and Experience

  • Bachelor's degree (B.A.) from four-year College or university; or three to five years related experience and/or training; or equivalent combination of education and experience.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to read, analyze and interpret general business periodicals, FAA documentation, professional journals, or government regulations.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions in written, oral, diagram or schedule form Certificates, Licenses and Registrations.
  • Valid state Driver's License.
  • Ability to effectively prioritize.
  • Excellent attendance, communication skills and the ability to work well under pressure.
  • Must be able and willing to work flexible shifts.
