Job Title: Project Manager PMP (Hybrid) Location: Richmond, VA Duration: 12+ Months Job Description: The Senior Project Manager will be responsible for successfully planning, organizing, and motivating diverse project teams throughout all phases of Waterfall, Agile, and Hybrid projects, and for delivering projects that provide exceptional value to the Commonwealth's internal and external stakeholders. Collaborate with technology leads and solution architects to incorporate agency best practices into project plans. Drive consistent project delivery through the entire project lifecycle, including, execution of procurements, definition of project plans, resource allocation, management of project risks, scope, and schedule, delivery of value, and well-ordered transitions to operations. Monitor progress by third-party vendors and define and measure their progress with metrics. Develop and maintain project budget, plans, task lists, schedules, risks, and status, to include resource allocation and schedules. Adhere to the client project management practices and governance requirements. Exhibit significant emotional quotient (EQ) in handling project challenges and maintain a positive project culture in line with the Client mission and shared values. Strong experience leading the business and IT resources through the discovery and documentation of business and technical requirements in request for proposal and statement of requirement formats. Exceptional verbal and written communication skills with the demonstrated ability to simplify and briefly, succinctly communicate complex issues to multiple audiences. Communicate timelines and expectations to technical and business staff. Ability to analyze and document system processes. Solid understanding of software development lifecycle models. Exceptional knowledge of both Agile and Waterfall project management principles and practices. In addition, the ability to blend them together in the right proportions to fit a particular project and business environment. Knowledge of process engineering and re-engineering techniques and practices. Qualifications: The candidate must have a minimum of 10 years of experience managing large projects and a bachelor's degree. Fluency in Project Management tools such as Microsoft Project, Visio, and Office required. PMP Certification through PMI Experience with VITA’s Commonwealth Technology Portfolio (CTP) system and ECOS process is strongly preferred. Experience with Project Management Office methodologies and practices is strongly preferred. Experience with the core Commonwealth IT procurement processes (RFP, VITA Statewide Contract, and CAI SOW) is preferred. Every year, employees are provided with a Benefits Digest outlining the detailed plans, which include the following: • Life Insurance • Accidental Death and Dismemberment • Critical Illness • Dental • Vision • 401K • Major Medical   Dependent coverage is optional and available at group rates to each employee. As Insight does contribute to an employee’s major medical monthly premium, employees will pay a portion of their monthly premium. However, all dependents added to an employee’s plan are paid solely by the employee. All employees working 30 hours or more per week are eligible for benefits. An employee’s benefits will begin the first of the month following the 60-Days of employment. Insight offers two different plan options (Bronze Plan and a Gold Plan) through Aetna.  Insight wants all employees to feel valued and appreciated. This is why all employees enjoy having their Birthday off, with pay. Insight believes that employees should have opportunities to enjoy time away from work to help balance their lives. Insight recognizes that employees have diverse needs for time off from work. After working for Insight for a full year, employees can receive five (5) days of Paid Time Off (PTO). Insight Pest Solutions stays in compliance with states with Sick Time laws. Sick Time is a wage benefit mandated by certain states. Under state law, Sick Time is recognized under Insight’s Paid Time Off (PTO) policy. Employees who have worked for Insight for a full year will become eligible to receive holiday pay for the following observed holidays: • New Year’s Day • Memorial Day • Fourth of July • Labor Day • Thanksgiving Day • Christmas Day Insight Pest Solutions will ensure all technicians receive an assigned company vehicle to perform their job duties. As technicians are issued a company vehicle to perform their required duties, they must provide their own transportation to and from work if they have not been authorized to take the company vehicle home. An employee will likely be given the authorization to take a company vehicle home after 60-Days of employment.  The company pays all vehicle maintenance (oil changes, burnt out light bulbs, etc.). All company vehicles are assigned a gas card linked to that specific company vehicle. All company vehicles will include toll passage as well, also paid for by the company. Insight provides all the necessary tools and resources to ensure employees can perform the job duties assigned.   • Coordinate vendors and consultants, and the Client IT and business staff as assigned, in the execution of IT projects and related procurements.
  • Coordinate and oversee the development of proposals, statement of work, statement of requirements and RFP responses.
  • Assist in team development while holding teams accountable for their commitments and removing roadblocks to their work.
  • Facilitate multi-disciplinary teams in the development of plans, goals, objectives, policies, and procedures for completion of a project.
  • Oversee and manage execution and/or coordination of day-to-day project activities as required.
  • Manage working relationships with key stakeholders, including executive management, business management, vendors, project sponsors, suppliers, and technology management.
  • Set project goals that are consistent with technical objectives and the agency’s overall technology strategy.
  • Track and communicate a project's progress from a schedule, cost, and risk perspective to the project team, customers, and project stakeholders.
  • Collaborate with technology leads and solution architects to incorporate agency best practices into project plans.
  • Drive consistent project delivery through the entire project lifecycle, including, execution of procurements, definition of project plans, resource allocation, management of project risks, scope, and schedule, delivery of value, and well-ordered transitions to operations.
  • Monitor progress by third-party vendors and define and measure their progress with metrics.
  • Develop and maintain project budget, plans, task lists, schedules, risks, and status, to include resource allocation and schedules.
  • Adhere to the client project management practices and governance requirements.
  • Exhibit significant emotional quotient (EQ) in handling project challenges and maintain a positive project culture in line with the Client mission and shared values.
  • Additional responsibilities as assigned.
Knowledge, Skills, and Abilities:
  • Strong experience in developing, executing, and managing cloud hosted SaaS implementation projects.
  • Strong experience leading the business and IT resources through the discovery and documentation of business and technical requirements in request for proposal and statement of requirement formats.
  • Strong analytical, organizational, and decision-making skills.
  • Exceptional interpersonal skills for collaborating and team building.
  • Exceptional verbal and written communication skills with the demonstrated ability to simplify and briefly, succinctly communicate complex issues to multiple audiences.
  • Ability to lead others to implement new approaches, systems, structures, and methods.
  • Ability to define and balance the competing demands for quality, scope, schedule, and cost.
  • Communicate timelines and expectations to technical and business staff.
  • Ability to analyze and document system processes.
  • Solid understanding of software development lifecycle models.
  • Exceptional knowledge of both Agile and Waterfall project management principles and practices. In addition, the ability to blend them together in the right proportions to fit a particular project and business environment.
  • Knowledge of process engineering and re-engineering techniques and practices.
Qualifications:
  • The candidate must have a minimum of 10 years of experience managing large projects and a bachelor's degree.
  • Fluency in Project Management tools such as Microsoft Project, Visio, and Office required.
  • PMP Certification through PMI
  • Experience with VITA’s Commonwealth Technology Portfolio (CTP) system and ECOS process is strongly preferred.
  • Experience with Project Management Office methodologies and practices is strongly preferred.
  • Experience with the core Commonwealth IT procurement processes (RFP, VITA Statewide Contract, and CAI SOW) is preferred.
