MINIMUM QUALIFICATIONS Education and Experience: Associate's Degree in engineering or engineering technology, survey, computer-aided design (drafting), geospatial mapping, or closely related field and one (1) year experience in civil engineering computer-aided design, geographic mapping, or directly related field; or an equivalent combination of training and experience Drafting certifications preferred Valid Driver's License Knowledge, Skills, and Abilities: Considerable knowledge of engineering practices; computer-aided design and drafting techniques, including engineering, mathematics, and symbols Knowledge of MicroStation GEOPAK and OpenRoads Designer preferred Ability to communicate clearly and concisely orally and in writing Knowledge of advanced engineering computer programs, geographic information systems (GIS) software, and database management programs Knowledge of basic civil engineering practices and procedures, including surveying, construction, infrastructure design, and drafting techniques Ability to apply engineering knowledge to specific technical and infrastructure problems ENGINEERING TECHNICIAN II (ALL BELOW): ESSENTIAL DUTIES AND RESPONSIBILITIES: All employees share components of leadership, management, technical, and team skills to assist in making the City of Largo the community of choice in Tampa Bay. Leadership Demonstrates an understanding and reflection of the City's mission, vision, and values and a commitment to achieve organizational goals aligned with the City's strategic plan Champions a high-performance work culture that encourages and embraces new ideas, develops individuals, and welcomes and encourages diverse perspectives Articulates strategic and innovative thinking and provides clarity to deliver superior services Approaches the job with enthusiasm and curiosity to promote a solutions-oriented work culture Management Effectively manages assignments and priorities to ensure the fulfillment of projects, tasks, and responsibilities Follows suggested procedures to ensure the highest standards of risk management, employee safety, and risk avoidance Technical Apply basic engineering principles and techniques following established guidelines, policies, and procedures in performing project design and engineering support services: All of the duties and responsibilities of the Engineering Technician I position Under the supervision of an engineer or GIS professional, use Bentley Map's geospatial tools Display training and/or experience with geographic information system terminology methods and techniques Review, evaluate, and extract geospatial data from surveys, plats, maps, deeds, legal descriptions, and other similar land records Under the supervision of an engineer, perform mapping and engineering project development-related research in the field and office, including working with City staff, residents, consultants, contractors, and staff in other public and private utility service provider organizations Review and interpret civil engineering plans, construction drawings, and other infrastructure records Tabulate quantities and populate quantity take-off sheets with databases, spreadsheets, and other tools commonly used to collect, maintain, or manipulate non-graphical or tabular engineering data DESIGN Under the supervision of an engineer, perform mapping and plan production using CADD tools within MicroStation GEOPAK and OpenRoads Designer Perform plans production using basic FDOT CADD tools Review survey electronic deliverables to prepare for civil design REVIEW AND PERMITTING Under the supervision of the engineer, perform tasks required for plat review, including plat intake and distribution, meetings with City surveyors, tracking and organization of files and folders, generation of map and agenda memo, and plat recording Under the supervision of an engineer, perform a technical review of development orders and building permits, including plan review, site review, and erosion control evaluation Under the supervision of an engineer, perform Stormwater Program support, including field assessment and digital analysis of storm infrastructure, quantitative evaluation, and map production GIS Apply geographic coordinate systems, map projections, and cartographic principles using Largo's Bentley-based geographic information system Maintain relational database systems, including the ability to perform Structured Query Language (SQL) queries and to interpret and present results in common spatial analysis workflows Team Skills Supports honest and transparent decision-making Collaborates with all team members in a way that builds upon ideas and takes personal accountability and ownership of projects, roles, and assignments Openly exhibits a positive attitude, in words and action, and encourages others to do the same Performs related work as required. EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description. Physical Requirements: The essential functions of the job require: sitting approximately six (6) hours per day, standing approximately one (1) hour per day, and walking approximately one (1) hour per day. The job also requires frequent fine manipulations, grasping, repetitive motion, and lifting/carrying objects weighing up to 15 pounds; occasional bending/stooping, pulling, reaching, and lifting/carrying objects weighing up to 44 pounds. On rare occasions, the job requires climbing, crawling, pushing, and lifting/carrying objects weighing more than 45 pounds. Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation and on the telephone. Speaking: Ability to communicate orally with others and speak effectively on the phone. Seeing: Ability to see and read blueprints, computer monitor screens, read fine print, and drive a motor vehicle. Driving Requirements: Requires occasional driving and possession of a valid Florida Driver's License. Technology: The work requires the ability to operate telephones, smartphones, tablets, photocopiers, printers, desktop and/or laptop computers, calculators, and all associated software. It also requires proficiency with computer hardware and software programs, including engineering design and modeling programs, computer-aided design and drafting programs, photographic imaging, geographic information systems, word processing, spreadsheet and/or database applications, internet applications, and database management.
