The mission of the program is to provide a home-like environment with a DBT trauma-informed, culturally responsive, gender-specific, linguistically appropriate, strengths-based, and relationship-driven milieu for the youth to help them improve their social, physical and emotional well-being. Our vision is to therapeutically intervene in the cycle of offending to reduce the youth's risk factors and prevent them from transitioning into the adult justice system. Our treatment philosophy is one that is individualized, designed to help the youth develop a positive self-image, learn effective coping skills, experience success, gain confidence, build positive relationships, achieve behavioral changes and re-enter their communities better equipped to succeed. The youth in this program may have a high violence risk but it is not likely to be chronic and/or had later onset.  The youth are not likely to have a history of violence nor be at risk for future violence.  They are at a reduced risk to public safety and if they AWOL their behavior is not likely to involve violence or public safety risk.  The youth in the REGIONS Staff Secure Program are amenable to treatment. POSITION REQUIREMENTS The ideal candidate will have a high school diploma or GED.  At least one year of experience with food ordering and meal preparation in a group setting. Possess a clear understanding of the State of Connecticut's food service regulations and experience in meeting all Department of Health regulations. Must be a certified Qualified Food Operator or able to qualify, and able to instruct all staff in food preparation.  Capacity to provide vocational training to program youth. Ability to interact with multi-cultural populations; decision making, communication, interpersonal and organizational/ prioritization skills.  Adaptability, flexibility, resourcefulness and emotional intelligence.  Must share the belief that people can change and individuals in need deserve quality services and an opportunity to succeed.  Must have and maintain a valid CT driver's license and reliable transportation. Willing to work a flexible schedule, including weekends and holidays. Bilingual (English/Spanish) preferred.  RESPONSIBILITIES Assist Chef in planning and preparing approximately 200 healthy and home-like meals daily. As requested, assist with inventory and preparing food orders.   Follow dietary guidelines as determined by licensed dietician. Maintain sanitation in accordance with agency specifications and the Health Department. Monitor Fire Safety Standards in accordance with local and state law. Provide vocational training to youth on food service and safe food handling procedures.  Comply with all program policies and procedures. Establish and maintain professional boundaries with all staff and youth.  Serve as a role model to youth and staff modeling pro-social behavior. The Warfighter Performance Department, Code 34, is responsible for fostering, creating, maturing, and transitioning knowledge products and technologies that will enhance the Naval Enterprise's ability to conduct operations anytime, anywhere. The focus of Code 34's research investments are related to human and biological systems, artificial intelligence, and autonomy. As the Senior Program and Data Analyst you will be responsible for leading data-driven analysis, program evaluation, and strategic decision support for advanced research and development initiatives that impact naval warfare capabilities. You will bridge the gap between data science, operational research, and program management, supporting senior leadership in aligning R&D investments with warfighter performance outcomes. What does a typical day look like for the Senior Program and Data Analyst? You will: Assist Program Officers with the development of award-level execution and phasing plans. This includes understanding/analyzing the status of prior, current, and future program fiscal plans, developing a recommended plan for the Program Officer's budget, providing justifications for deviations from the original plan, and assisting the department with administrative actions to improve financial performance. Translate Program Officer's approved funding plan into executable transactions. Notify Program Officer when a purchase requisition (PR) might be needed, prepare all grant, contract, and government laboratory PRs according to agency and department guidelines/deadlines and with 95% accuracy. Track all PRs until funding is obligated and performer is notified. Contact government financial and technical points of contact to follow-up on status of unobligated reimbursable documents no later than fifteen (15) days after the funding document is approved at the ONR comptroller level. Contact government financial and technical points of contact to follow-up on status of unobligated direct citation PRs no later than 30 days after the funding document is approved at the ONR comptroller level. Record the status of unobligated funding in the Comptroller's Outstanding Commitment Report. Manage and maintain financial tracker documents showing the status of all awards and contract line item numbers (CLINs) for each Program Officer. This includes performer name, principal investigator name, title of effort, award number, PR number, total award value, obligated amount, expended amount, period of performance, out-year funding plans (tails), and the status of all PRs for core, congressional plus-up, and outside source funding. Ensure financial tracker is up to date on a weekly basis. Notify Program Officer 90 days before award expiration date and make recommendation on whether providing funding or processing and extension will be needed. Coordinate extension requests with vendors and relevant parties (e.g. ONR's acquisition and comptroller departments) to ensure they are executed in a timely manner. Utilize Procurement Integrated Enterprise Environment (PIEE), Contract Award Management Information System (CAMIS), and ADVANA Jupiter reports to collect and report information on status of obligations, invoices and payment. Assist performers with troubleshooting and resolving any invoicing issues. Contact performers who have not invoiced in the prior 90 days to help Program Officer ensure all funding is expended in a timely manner. Determine when funding needs to be deobligated and submit PRs if required. Provide draft input and analysis to BFM and Program Officers to facilitate completion of various programmatic taskers such as data calls, deviation reports, dormant account reviews, budget reductions, continuing resolutions, or other tasks that require financial analysis/input. Review proposal packages for completion of all required information and documents, draft Program Officer checklist by completing the non-technical sections, and save all files to program officer's repository using an agreed upon file naming and storage convention. Coordinate with performer and program officer to obtain missing proposal documentation and updates as needed. Track contract / grant preparation processes and note status, exceptions / delays. Collect human/animal/rDNA research documentation from performer, draft the human research protection official (HRPO) checklist for Program Officer to review/sign, submit package to HRPO for review, and provide approved package to Code 02 as required. Ensure HRPO packages are completed prior to submission of contracts packages to Code 02. Respond to all administrative and financial issues/questions from Program Officers, performers, stakeholders, and personnel from acquisition, comptroller's office, and Code 34 leadership. Support annual program/peer reviews. This includes contacting performers to identify availability, coordinating with ONR meeting planners, collecting, organizing, printing, and binding meeting materials, obtaining public release approval on meeting materials, and providing on-site meeting support in accordance with Code 34/ONR program review/event procedures. Maintain electronic filing and organization of PO program data, including progress and final reports, deliverables, proposal documents, and all related budget and administrative documents. Assist Program Officer with identifying awards that are required to submit an annual report. Ensure receipt of those reports and maintain in Program Officer's electronic file repository. Coordinate public release processes for papers and presentations submitted to or by the Program Officer, process JPAS/visitor requests, Pentagon (OLC) visit requests, and provide miscellaneous administrative and financial support as needed. Attend informational and training events that impact program analyst support role. This includes internal Code 34 Program Analyst meetings and training sessions, team development events and activities, ONR policy and guidance trainings What qualifications do you look for? You might be the professional we're looking for if you have: A current Secret Clearance. Authorization to permanently work in the United States without sponsorship. A Bachelor's Degree from an accredited college or university with a minimum of five (5) years of experience with Government financial and budget cycles. Access Services is hiring a Program Specialist for our Community Homes program.  Our group homes offer supportive housing for adults with intellectual disabilities that creates a family style living environment to meet each person’s physical, emotional, spiritual, medical and social needs. We have the ability to provide all levels of care within each home from intensive needs such as help with bathing, dressing, medication and more to very independent, supervisory care where our attentive direct support professionals (DSPs) are there to ensure safety and social engagement.  The Program Specialist is responsible for coordination of services, communication of service needs, and documentation of service delivery for an identified caseload of individuals. In doing this, they ensure services are delivered in accordance with each individual's plan and that relevant agency and regulatory guidelines are met. The Program Specialist serves as the agency lead at the Individual Service Plan (ISP) meetings. This work will be done in close collaboration with house supervisors, behavior specialists, and county service coordinators.     Functions of the Program Specialist   Coordinate services to individuals in their caseload including, but not limited to,  Developing and implementing services for each individual according to his/her ISP; and that are age appropriate, focused on acquiring or maintaining functional skills and which provide opportunities for community participation.  Reviewing outcomes or goals and making recommendations for changes.  Coordinate and complete annual functional assessments for each individual in their caseload.  Adhere to regulatory requirements for communicating the results of the initial assessment and any revisions to the individual and the team.  Attend meetings for, and participate in, the development of the ISP, annual updates, and revisions for individuals in their caseload.  Review, implement, monitor, and evaluate the ISP for individuals in his/her caseload, and for communicating discrepancies to the Supports Coordinator and team.  Handle Health Risk Screening Tool (HRST).   Complete monthly and quarterly reports for individuals in caseload.  Responsible for review of the ISP, quarterly reviews, and any revisions with the individual and provide documentation of the review to the Director.  Attend monitoring visits with the Supports Coordinator.  Monitor completion of all required agencies and regulatory documentation and communicate issues and problems in a timely manner.  Perform other responsibilities or duties as assigned or requested.  Attend county, regional, and state meetings as assigned.  Requirements Incumbent must meet all qualifying and ongoing job criteria including background checks, physical examination results, and clearances.   Education:   An associate degree or 60 credit hours from accredited college or university and four (4) years of experience working directly with individuals with intellectual disability or autism is required.   OR:  Bachelor's degree from an accredited college or university with two (2) years of work experience working directly with individuals with an intellectual disability or autism preferred.   OR:  Master’s degree or above form an accredited college or university and one (1) year of work experience working directly with individuals with an intellectual disability or autism preferred.      Certification: Current certification in Medication Administration or ability to obtain one within six months of hire required, provided by Access Services.     Driving Requirements:   Two years of driving experience in the US with a valid driver’s license (not including time with a permit)  Before time of hire, candidate must be listed as a driver on a valid auto insurance policy   This position requires the ability to travel during the course of a normal workday. Therefore, employees will need to drive their personal vehicle and/or an agency-owned vehicle to meet these expectations. Employee is expected to meet eligibility criteria outlined in our Motor Vehicle Policy and successfully pass the agency’s substance abuse screening at any time during employment.    Experience:   Required work experience in combination with education:  Four (4) years of work experience working directly with persons with intellectual disabilities or autism in combination with Associate’s degree or 60 credit hours;   Two (2) years of work experience working directly with persons with intellectual disabilities or autism in combination with Bachelor’s degree;   One (1) year work experience working directly with persons with intellectual disabilities or autism in combination with Master’s degree or above.  Note: According to the state regulations, “work experience working directly with persons with intellectual disabilities or autism” means that the program specialist’s work experience must include consistent, face-to-face interactions with individuals. PROGRAM DESCRIPTION

 The REGIONS Staff Secure Program is a residential treatment program for up to 8 male youth. The mission of the program is to provide a home-like environment with a DBT trauma-informed, culturally responsive, gender-specific, linguistically appropriate, strengths-based, and relationship-driven milieu for the youth to help them improve their social, physical and emotional well-being. Our vision is to therapeutically intervene in the cycle of offending to reduce the youth's risk factors and prevent them from transitioning into the adult justice system. Our treatment philosophy is one that is individualized, designed to help the youth develop a positive self-image, learn effective coping skills, experience success, gain confidence, build positive relationships, achieve behavioral changes and re-enter their communities better equipped to succeed.

The youth in this program may have a high violence risk but it is not likely to be chronic and/or had later onset.  The youth are not likely to have a history of violence nor be at risk for future violence.  They are at a reduced risk to public safety and if they AWOL their behavior is not likely to involve violence or public safety risk.  The youth in the REGIONS Staff Secure Program are amenable to treatment.

POSITION REQUIREMENTS

The ideal candidate will have a high school diploma or GED.  At least one year of experience with food ordering and meal preparation in a group setting. Possess a clear understanding of the State of Connecticut's food service regulations and experience in meeting all Department of Health regulations. Must be a certified Qualified Food Operator or able to qualify, and able to instruct all staff in food preparation.  Capacity to provide vocational training to program youth. Ability to interact with multi-cultural populations; decision making, communication, interpersonal and organizational/ prioritization skills.  Adaptability, flexibility, resourcefulness and emotional intelligence.  Must share the belief that people can change and individuals in need deserve quality services and an opportunity to succeed.  Must have and maintain a valid CT driver's license and reliable transportation. Willing to work a flexible schedule, including weekends and holidays. Bilingual (English/Spanish) preferred. 

RESPONSIBILITIES

  • Assist Chef in planning and preparing approximately 200 healthy and home-like meals daily.
  • As requested, assist with inventory and preparing food orders.  
  • Follow dietary guidelines as determined by licensed dietician.
  • Maintain sanitation in accordance with agency specifications and the Health Department.
  • Monitor Fire Safety Standards in accordance with local and state law.
  • Provide vocational training to youth on food service and safe food handling procedures. 
  • Comply with all program policies and procedures.
  • Establish and maintain professional boundaries with all staff and youth. 
  • Serve as a role model to youth and staff modeling pro-social behavior.
  • Promote a culture of respect, empathy, mutual support and belonging, working to eliminate any unconscious bias or discrimination in our beliefs, rules and systems.
  • Participate in all required training.
  • Perform all other duties as required.
