Job Description: Traffic Control Laborer Supervisor: Foreman Job Description: Performs a variety of manual duties, by working on multiple projects and tasks where demands require workmen with varied experience and ability to work without close direction. Assist the foreman in all aspects of traffic control, i.e., road striping, pavement marking, and the fabrication and installation of all types of temporary and permanent signs and traffic control devices. Essential functions and responsibilities: Lift, carry and hold construction materials, tools and supplies. Clean tools, equipment, materials and work area. Digging, spreading and leveling dirt, sand and gravel using a pick, shovel or rake. May assist equipment operators in positioning machines, verifying grades and signaling operators to dumping positions to maintain grades as directed. Mix, pour and spread concrete, asphalt, gravel and other materials using hand tools. Directs common laborers in pouring concrete. Erects shoring and bracing. Assists in installation of pipe. Uses power tools and air tools. Installs and maintains erosion control. When not performing the above essential duties and responsibilities, may assist in other operations as designated by the supervisor Requirements: Move throughout a construction jobsite which includes minor obstacles including climbing ladders and inclines, operating heavy equipment, and lifting up to 50 pounds Comply with all safety policies, practices and procedures. You’d be responsible for: Perform plant removal, replanting of lawn, converting lawn areas to planters, or planters to lawn, replace broken sidewalk, lay mow strips, mulch, prune and plant trees. Serve as backup to interior, landscaping maintenance, gardening, irrigation technology and grounds person job or job function. Remove or plant grass, utilize garden tools including rakes, shovels, picks, etc. Dig trenches and set up cement forms for sidewalk replacement, mow strips, and planters. Utilize pruning and trimming equipment to maintain trees and shrubs. Operate lawn maintenance equipment including a 36" mower, blower, gas powered trimmer, and other power equipment. Water plants, lawns, and gardens. Apply fertilizer in accordance with scheduled use and application standards. Perform plant, weed, trim, and blow activities Remove materials from overhead racks on truck and transport materials from site to site. Handle tools, dig, cement fish, plant, weed, maintain, and mow You might be a good fit if you have: 6 months commercial landscape experience preferred but no required Knowledge to identify proper amount of water application and penetration Current drivers’ license Knowledge to adjust and regulate sprinkler heads, finishing cement surfaces, preparing forms for cement pours, and weeding And while not mandatory, it would be great if you also have: Ability to work with cement in preparing for the pour and following finishing procedures. Ability to operate a truck with trailer/gate and ramp for loading, unloading and transport of equipment Ability to stand for 5 minutes, walk for 2 hours and sit for 30 minutes consecutively Ability to lift and carry tools, equipment, and materials weighing up to 20 pounds. Distance carried - 50 feet maximum. Ability to handle items such as plants, bushes, hoses, shovels, rakes, and burlap bags – which are handled by two workers. Ability to lift 30-50 lbs. (120 lbs. trees lifted and carried by 4 individuals) a distance of 20 feet for planting. Ability to push or pull grass into rolls requiring force up to 20 lbs. Ability to push/pull, twist, and turn trees with a force of up to 35 lbs. when planting trees. Must be able to bend at the waist when picking up leaves, branches, trimming, mowing, digging trenches, setting forms, and planting. Must possess current drivers’ license. The CET will assist NAVFAC Southeast (NAVFAC SE) enforce its construction contract provisions specifically quality control and safety requirements. The CET through their application of QA and safety management principals, will recommend approval of work IAW contract terms. The CET has the authority to stop any portion of a construction contractor’s project work that poses imminent danger to personnel, equipment, or property. Location: Key West, Florida Security Clearance Level: Current Secret Clearance Preferred Duties and Responsibilities Maintain proper construction contract document files according to NAVFAC standards. Review and comment on plans and specifications and provide constructability review comments during construction contract development. Make visits to project sites to obtain information on facility/site conditions and develop recommendations during project development. Coordinate and attend post-award kickoff meetings (PAK) and pre-construction conferences (PreCon). Schedule, conduct, and document regular progress meetings and other construction related project meetings with all interested parties to review project status, discuss problems, and resolve issues. Administer the Construction Quality Management Program as required in the construction contract specifications. Monitor the construction contractor’s performance of required material testing and analysis in accordance with the contract requirements, review for compliance and make recommendations for corrections. Review construction contractor’s daily reports for thoroughness and accuracy and check daily payrolls for any discrepancies. Note any unusual items or items of concern on reports. Provide reviewed and/or annotated copy of reports to the COR. Review and recommend approval of progress schedules and technical submittals. Monitor ongoing construction to check construction contractor progress and verify compliance with plans and specifications. Resolve problems not involving changes to contract value or duration and recommend solutions to the COR for problems that may result in a change of contract value or duration. Prepare cost estimates for construction contract modifications and provide to the COR. Perform cost and price technical evaluation on change order proposals that are within the scope of work to highlight hidden and unnecessary costs. Provide input to the COR for preparation of the pre-and post-negotiation documentation. Review construction contractor invoices for accuracy and provide input to the invoice reviewing official. Review and recommend approval/disapproval of the construction contractor’s safety/accident prevention plans. Monitor construction contractor’s updates to as-built drawings and verify that they are maintained regularly in accordance with contract requirements; verify that a complete set of as-built drawings is turned over at the close of the contract. Identify any updates that are not completed timely, and make recommendations for corrections. Verify that a complete set of Operation and Maintenance Support Information (OMSI) Manuals is turned in to the PWD Facility Manager(s). Verify the construction contractor conducts any user training for equipment installed on the project, and turns over any extra materials stock all as required by the construction contract. Make recommendations for corrections. Monitor the closeout process including punch list preparation and completion, testing and start-up of major systems, and final acceptance. Make recommendations for corrections. Manage the NAVFAC Red Zone process for completing jobs, beginning at 75% construction complete or 90 days before the construction contract completion date, whichever is earlier. Participate in final acceptance and testing of major building systems including but not limited to fire protection certification, elevator certifications, ensuring contractor compliance in the areas of Testing and Balancing (TABs), Duct Air Leakage Testing (DALTS), Digital Control Systems (DDC) for HVAC systems. Utilize NAVFAC’s Electronic Construction and Facility Support Contract Management System (eCMS) to manage electronic submittals and documents. Refer to Uniform Facilities Guide Specification (UFGS) Section 01 31 23.13 20. Monitor compliance and perform daily inspection of construction contractor’s safety and health requirements. Support reporting significant incidents, near misses, good catches, and mishap investigations. Coordinates and attends pre-award site visits. This position requires experience in feasibility and due diligence, ground-up and building construction, existing property conversion, building system upgrades and renovation projects. Seeking to fill a full-time position (day shift) at our Community Support Services office in Orlando. ESSENTIAL JOB FUNCTIONS: The Construction Manager is the primary Design and Construction Department representative for a project or projects during pre-construction and construction process and also provides feedback and review of the project’s design when asked. Projects can range in size from $25,000 to over $30 million. Responsible for the administrative and technical management of the project(s) assigned. Supervises all activities related to pre-construction, contract administration, change orders, submittals, procurement, schedule, budget and delivery. Serves as the company’s main point of contact with the Architect, Engineers, Contractor and other consultants for matters related to the project. The Construction Manager is responsible for ensuring that specifications are being followed, and work is proceeding on schedule and within budget throughout the life of the project(s) assigned to. Responsibilities: Develops a cost-effective plan and schedule for completion of project following a logical pattern for utilization of resources. Coordinates work of all parties working on project(s) assigned and maintains and develops relationships with all parties for the success of the project. Review and comment on preliminary plans and schematic designs for in-house reviews and analysis. Provide preliminary budget figures and value engineering as necessary to bring projects within established budget goals. Oversees performance of all contractors and project specific consultants and reviews architectural and engineering drawings to make sure that all specifications and regulations are being followed and within the project’s scope of work. Is responsible for proper administration of construction contracts and for obtaining all necessary building permits and special permits for improvements to site except for permits to be obtained by contractor or sub-contractors. Responsible for monitoring and administrating all building documents, plans, specifications, permit revisions and administrate all Architect, Engineers, Designers, Contractors and consultants related to the design of the project. Monitors any safety violations or other reported deficiencies. Review payment requisitions and draws, prepare change orders and conduct thorough CO reviews with General Contractor, Architects, Consultants for all costs related to the project. Works with consultants to develop and review schedules of value. Structure draws/payments in such a manner that company is best represented fairly for work in place and on time. Make projections on the financial status of the project. Tracks and monitors Notice of Commencement, Notice to Owner, lien releases and other required documentation before, during and after the project(s) completion. Know contract, scope, and other contract documents. Apply experience/intuition to develop projections. Tracks and controls construction schedule and associated costs to achieve completion of project within time and monies allocated. Develop and maintain construction project schedules, cost reports and communication reports on a monthly basis. Maintains at all times knowledge of current issues with project and understand his/her position on those matters. Reports to Director of Construction and VP of Design and Construction, owners and architects about progress and any necessary modifications of plans. Keep VP of Design and Construction informed concerning the progress of the project and any issues that might affect the schedule, budget or status of the project. Develop and maintain construction project schedules, cost reports and communication reports on a monthly basis. Be prepared to fill the gap when unforeseeable events require action not previously planned or envisioned. Assure all material and installed items are on site in accordance with the project schedule and sequence of work. Take steps to have all submittals completed in a timely fashion. Monitor delivery schedules, and act when it is apparent an item(s) may be out of sequence. Review and assess Contractor claims and manage disputes. Review and negotiate change-orders with the General Contractor and Sub-contractors. Have thorough knowledge of prime contract and all applicable subcontracts. Monitor change-orders effects on the bottom line of the project cost and time. Provide general administrative and technical leadership for the project. Maintain all project records to support ongoing project activity and to facilitate close out. Assure all reports are submitted in timely fashion, and are accurate as to detail. Cause the schedule to be updated if required. Oversee security of all required permits, verify insurance coverage for General Contractor, sub-contractors and suppliers assure compliance with all local codes and regulations. Make sure every party who needs to know is informed on matters that affect their work as it relates to the success of the project(s) assigned. Schedule and/or facilitate the various project meetings required to successfully coordinate work actively. Have thorough knowledge of all major project issues and priorities. Be aware of specific training/development opportunities available through company, and who to contact to arrange that training. Become aware of training opportunities available through trade associations or local community institutions. Make recommendations to VP/Owners as to what training will build a stronger team. Monitor tenant/buyer upgrade options, conduct walk through inspections, monitor and coordinate completion of punch list. Close out the project. Finalize outstanding issues(change orders, claims, etc. ) with General Contractor, sub-contractor/vendors. Authorize final payment to all parties involved. Ability to work closely and well with authorities having jurisdiction such as: Building Departments, Planning Agencies, Florida State Agency for Health Care Administration, and United States Department of Housing and Urban Development to accomplish goals. All other necessary coordination for Project turnover to the Community. EDUCATION & EXPERIENCE: Graduate of a four-year degree program and a minimum of ten (10) years' experience working in a design and construction related fields. A degree in architecture, engineering or a construction related program a plus. Must have multiple project experience as lead Project Manager for a developer or contractor. Experience with Green Construction, FF& E coordination, Building Controls, AHCA or Healthcare and Renovations/Additions experience to an operational facility a plus. Ability to work under pressure and coordinate numerous activities and groups of people in multiple locations who need to cooperate to achieve maximum efficiency. Traffic Control Laborer

Supervisor: Foreman

Job Description: Performs a variety of manual duties, by working on multiple projects and tasks where demands require workmen with varied experience and ability to work without close direction. Assist the foreman in all aspects of traffic control, i.e., road striping, pavement marking, and the fabrication and installation of all types of temporary and permanent signs and traffic control devices.

Essential functions and responsibilities:

  • Lift, carry and hold construction materials, tools and supplies.
  • Clean tools, equipment, materials and work area.
  • Digging, spreading and leveling dirt, sand and gravel using a pick, shovel or rake.
  • May assist equipment operators in positioning machines, verifying grades and signaling operators to dumping positions to maintain grades as directed.
  • Mix, pour and spread concrete, asphalt, gravel and other materials using hand tools.
  • Directs common laborers in pouring concrete.
  • Erects shoring and bracing.
  • Assists in installation of pipe.
  • Uses power tools and air tools.
  • Installs and maintains erosion control.
  • When not performing the above essential duties and responsibilities, may assist in other operations as designated by the supervisor

Requirements:

  • Move throughout a construction jobsite which includes minor obstacles including climbing ladders and inclines, operating heavy equipment, and lifting up to 50 pounds
  • Comply with all safety policies, practices and procedures. Report all unsafe activities to supervisor and/or Human Resources.
  • Participate in proactive team efforts to achieve departmental and company goals.
  • Provide leadership to others through example and sharing of knowledge/skill.
