Regularly monitors contract status and reports status to management in standardized formats. Experience performing contract closeout. CONSTRUCTION SUPERINTENDENT As a member of the HQ construction team, you will oversee and own the day-to-day site management of fast-paced, high impact construction jobs across all programs. To start, you will be the face of new construction and facilities management for our West Coast Recovery Site - owning all project schedules, deliverables, construction, communication and completing minor repairs internally as needed. Additionally, you will supervise and lead a team of laborers and contractors to enable the build and activation of infrastructure for a variety of projects in Long Beach and Hawthorne, CA. RESPONSIBILITIES: Oversee and own the day-to-day site management of a fast-paced, high-impact construction project, including the responsibilities below: Manage construction site logistics/operations, including work schedules, project progress, and resource allocation. Use independent judgment to plan, supervise, and manage construction projects across SpaceX campuses. Implement and enforce SpaceX safety policies. PREFERRED SKILLS AND EXPERIENCE: Field experience in a technical field or in managing a multi-discipline team of contractors/laborers. Previous experience with project management and scheduling software. Basic proficiency with AutoCAD. Knowledge of processes of jurisdictional permitting and/or environmental agencies. Provide overall coordination of the construction quality management program for assigned projects. In conjunction with the Construction Manager (CM), review and provide recommendations toward approval of contractor quality control plan. Attend selective quality control, preparatory and initial meetings, and monitor three-phase checklists for accuracy and thoroughness. Provide relevant remarks on Government Quality Assurance (QA) reports (or in identified section of Contractor’s Quality Control (QC) reports), particularly on critical, definable features of work included. Safety Management In conjunction with the CM, perform cursory review of Activity Hazard Analyses (AHAs) and ensure via the Site Safety and Health Officer (SSHO) that these are discussed by the construction contractor and their respective subcontractors prior to beginning each work activity or when a new work crew is to perform the work in accordance with the three phases of QC. In conjunction with the CM, review and provide recommendations towards acceptance of Crane Critical Lift Plans, along with crane operation qualifications and certificate of compliance. Incumbent must be familiar with crane safety requirements and NAVFAC P-307 (Management of Weight Handling equipment). Observe critical lifts. Ensure construction contractor is conducting monthly site safety self-evaluations and submitting the information with the pay vouchers/invoices; perform worksite safety assessments, as needed. Take appropriate, timely action to ensure construction contractor compliance of safety and health requirements, including leading safety stand-downs, as required, and recommending dismissal of key construction contractor staff from the project due to non-performance or recurring violations. Ensure reporting of contractor significant incidences/near misses with a focus that corrective actions have been taken. Review updates of the baseline schedule with the CM to determine if contractor is ahead, on or behind. As necessary (particularly when a contractor is falling behind schedule), participate in the bi-weekly look ahead meetings with the construction contractor to review project scheduling problems or concerns. Reviewing and annotating, as required, contractor daily reports. Assuring environmental compliance by contractor and coordinate EPA jobsite visits, when required. Reviewing and verifying the accuracy of as-built drawings in support of invoice payments. When applicable, coordinating with NAVFAC CM and issue non-compliance notice to contractor. Arranging and coordinating pre-final and final acceptance inspections and tracking completion of punch list items. Supporting the closeout process, including delivery of as-built drawings, warranties, Operations & Maintenance (O&M) manuals, and spare parts turnover. KEY RESPONSIBILITIES/SKILLS
  • Ability to span both commercial and technical areas.  The Contracts Manager will lead commercial aspects of operations but must be able to interface with and understand designers, engineers, and construction personnel.
  • Understand legal terms and conditions. Experience developing negotiating contract terms and conditions specifically for contracts related to construction, and engineering services.
  • Administers the Request for Proposal/Request for Quotation (RFP/RFQ) process for contractors.
  • Ability to analyze required flow downs and include in subcontracts and RFQs.
  • Experience maintaining records and documentation which serves as the basis for technical and commercial change evaluation. Uses records to limit company exposure to unwarranted changes or claims.
  • Regularly monitors contract status and reports status to management in standardized formats.
  • Experience performing contract closeout.
  • Other duties as assigned
Qualifications:
  • 10-15 years progressive experience in construction contract management.
  • Multiple contracting strategies including Lump Sum, GMAX, Reimbursable Cost.
  • Familiar with prime or multi-tiered contracts.
  • Design-build and derivative modern-type contracting experience (Progressive DB, CMGC, etc.) 
  • Civil, infrastructure, water, or similar heavy construction project sizes $100MM-$1B+.
