By 1975, it had established the first dedicated container terminal at Pier 51 through the work with the Port of New York and New Jersey. APM Terminals Elizabeth currently handles over 25% of the annual container throughput in the port complex, supported by more than 1,100 members of the International Longshoremen’s Association (ILA). The Port Elizabeth Upgrade Project APM Terminals and the Port of New York and New Jersey recently reached an agreement on the lease extension for APM Terminals Elizabeth though 2062. This extension paves the way for major infrastructure investments which will enhance capacity and transport velocity, create jobs and strengthen the economy. APM Terminals will invest significantly in Port Elizabeth over the coming years to enhance cargo-handling capacity at its 345-acre terminal. APM Terminals has also committed to the replacement and maintenance of all wharf and berth structures. This investment supports the Port Authority’s Port Master Plan 2050, which anticipates cargo volumes doubling or tripling by mid-century. Looking to the future, APM Terminals Elizabeth envisions a larger, more efficient container terminal. Planned upgrades include the optimization of the terminal layout, electrification of container handling equipment, and future-proofing container berths. Role Overview: As part of the Elizabeth Upgrade project the full electrical system of the existing container terminal will require to be overhauled and partially rebuilt. As the scope of the project includes the decarbonization of the facility the demand on the electrical infrastructure will significantly increase and the new setup needs to cate for this. The objective of this position is to under general direction from Head of Asset Delivery, specify, design, procure and implement all activities relating to the Electrical works. This includes works relating to infrastructure, buildings, and equipment. The Electrical Engineer will lead the electrical package to be contracted in multiple parts and as part of several overarching contracts. Key Accountabilities and Responsibilities: Support the Head of Asset Delivery to drive and lead the Electrical Engineering aspects of the project – execution and delivery of all electrical works in line with the project’s scope, timeline, quality, budget and objectives. Deliver the electrical scope as per the approved Port Elizabeth Modernization project Scope Document. Work with APM Terminals Global Equipment standards Ensure alignment of equipment procurement and specifications with legal, union and EPA grant requirements Drive the design of the electrical works, through design consultants and in line with APM Terminals and legal standards Support the procurement of the various execution contracts which include electrical works. Ensure terminal electrical substations are designed, procured, installed and commissioned per project plan and safety standards. Monitor both the program and cost of electrical works through direct contact with PMC, and provide advance warning of likely delays and variations, recommending mitigating actions. Drive the PMC and Contractor should unforeseen problems arise. Engage in close cooperation with the project team to understand and manage critical dependencies affecting construction or equipment delivery. Review and comment as required on all Electrical Method Statements and Risk Assessments providing input value based on previous experience. Manage works supervision and control progress in a transparent manner Initiate and promote technical improvements as it relates to equipment and installations in the terminals and its use. Transfer engineering competencies and expertise to business. Review and improve electrical designs and specifications and ensure highest quality Ensure that commissioning, safety and compliance are addressed early in the project Electrical Package Controls and Governance Implement APMT project controls / project procedures to manage the project Electrical package in a forward-looking manner. Track progress against the approved baseline and, where appropriate, ensure issues are pro-actively addressed, resolved and/or escalated and reported. Analyze schedules, assess delays and report on (possible) mitigative or corrective measures. Assess changes and their impacts and manage them in line with company procedures. Monitor and assess opportunities, risks, and subsequent mitigation strategies, and track such risks through input into the project risk register. Be a sparring partner to all functional departments and challenge requirements for Technical/Engineering set-up to ensure we implement the most up-to-date solutions and end up with fit for purpose. Issue regular written business status and operating measurements reports to respective stakeholders: Proactively disseminates support status information to all stakeholders. Reconciles conflicts within and between staff regarding resources, deadlines, and standards. preparing implementation and integration plans for the Equipment related projects, inclusive of budget and detailed time schedules meeting the overall implementation targets. Coordinate Electrical activities including: Defining Electrical technical specifications. Driving electrical vendors progress to fit expected deadlines. Electrical/Systems assembly/installation Electrical commissioning Integration testing Super User (Electrical Maintenance) Training. HSSE Actively promote HSSE and assume a visible leadership role on the project site with accountability of the equipment HSSE setup Support that all staff maintain full awareness of safety as a priority. Monitor compliance by all designers and contractors to Port Elizabeth and APM Terminals’ safety standards and policies in cooperation with the project HSSE manager. Liaise with the Asset Engineering department, Asset Digitization at the APM Terminals head office to ensure consistency with APM Terminals’ standards. Provide feedback to the Project Execution team on any lessons learnt or areas of improvement in the standards. APM Terminals and the Port of New York and New Jersey recently reached an agreement on the lease extension for APM Terminals Elizabeth though 2062. This extension paves the way for major infrastructure investments which will enhance capacity and transport velocity, create jobs and strengthen the economy.

APM Terminals will invest significantly in Port Elizabeth over the coming years to enhance cargo-handling capacity at its 345-acre terminal. APM Terminals has also committed to the replacement and maintenance of all wharf and berth structures. This investment supports the Port Authority’s Port Master Plan 2050, which anticipates cargo volumes doubling or tripling by mid-century.

Looking to the future, APM Terminals Elizabeth envisions a larger, more efficient container terminal. Planned upgrades include the optimization of the terminal layout, electrification of container handling equipment, and future-proofing container berths.

Role Overview:

As part of the Elizabeth Upgrade project the full electrical system of the existing container terminal will require to be overhauled and partially rebuilt. As the scope of the project includes the decarbonization of the facility the demand on the electrical infrastructure will significantly increase and the new setup needs to cate for this.

The objective of this position is to under general direction from Head of Asset Delivery, specify, design, procure and implement all activities relating to the Electrical works. This includes works relating to infrastructure, buildings, and equipment.

The Electrical Engineer will lead the electrical package to be contracted in multiple parts and as part of several overarching contracts.

Key Accountabilities and Responsibilities:

Support the Head of Asset Delivery to drive and lead the Electrical Engineering aspects of the project – execution and delivery of all electrical works in line with the project’s scope, timeline, quality, budget and objectives.

  • Deliver the electrical scope as per the approved Port Elizabeth Modernization project Scope Document.
  • Work with APM Terminals Global Equipment standards
  • Ensure alignment of equipment procurement and specifications with legal, union and EPA grant requirements
  • Drive the design of the electrical works, through design consultants and in line with APM Terminals and legal standards
  • Support the procurement of the various execution contracts which include electrical works.
  • Ensure terminal electrical substations are designed, procured, installed and commissioned per project plan and safety standards.
  • Monitor both the program and cost of electrical works through direct contact with PMC, and provide advance warning of likely delays and variations, recommending mitigating actions.
  • Drive the PMC and Contractor should unforeseen problems arise.
  • Engage in close cooperation with the project team to understand and manage critical dependencies affecting construction or equipment delivery.
  • Review and comment as required on all Electrical Method Statements and Risk Assessments providing input value based on previous experience.
  • Manage works supervision and control progress in a transparent manner
  • Initiate and promote technical improvements as it relates to equipment and installations in the terminals and its use.
  • Transfer engineering competencies and expertise to business.
  • Review and improve electrical designs and specifications and ensure highest quality
  • Ensure that commissioning, safety and compliance are addressed early in the project

Electrical Package Controls and Governance

  • Implement APMT project controls / project procedures to manage the project Electrical package in a forward-looking manner.
  • Track progress against the approved baseline and, where appropriate, ensure issues are pro-actively addressed, resolved and/or escalated and reported.
  • Analyze schedules, assess delays and report on (possible) mitigative or corrective measures.
  • Assess changes and their impacts and manage them in line with company procedures.
  • Monitor and assess opportunities, risks, and subsequent mitigation strategies, and track such risks through input into the project risk register.
  • Be a sparring partner to all functional departments and challenge requirements for Technical/Engineering set-up to ensure we implement the most up-to-date solutions and end up with fit for purpose.
  • Issue regular written business status and operating measurements reports to respective stakeholders:
  • Proactively disseminates support status information to all stakeholders.
  • Reconciles conflicts within and between staff regarding resources, deadlines, and standards.
  • preparing implementation and integration plans for the Equipment related projects, inclusive of budget and detailed time schedules meeting the overall implementation targets.

Coordinate Electrical activities including:

  • Defining Electrical technical specifications.
  • Driving electrical vendors progress to fit expected deadlines.
  • Electrical/Systems assembly/installation
  • Electrical commissioning
  • Integration testing
  • Super User (Electrical Maintenance) Training.

HSSE

  • Actively promote HSSE and assume a visible leadership role on the project site with accountability of the equipment HSSE setup
  • Support that all staff maintain full awareness of safety as a priority.
  • Monitor compliance by all designers and contractors to Port Elizabeth and APM Terminals’ safety standards and policies in cooperation with the project HSSE manager.

  • Functional reporting: Asset Design and Engineering – Senior Electrical Manager
  • Direct reports: the role has no direct reports
  • Geographical scope: Elizabeth Terminal, New Jersey, USA and potential travel to suppliers sites

Interfaces

  • Actively manage and direct electrical vendors and related (quality control) consultants
  • Work with the Port Elizabeth Operations, Asset Maintenance, Project Development and IT teams to manage interfaces and progress.
  • Liaise with the Asset Engineering department, Asset Digitization at the APM Terminals head office to ensure consistency with APM Terminals’ standards.
  • Provide feedback to the Project Execution team on any lessons learnt or areas of improvement in the standards.

Qualifications, Skills, and Experience:

  • Excellent understanding of HV substation/Transformers and controls systems and related industrial infrastructures architecture.
  • Expertise within the container terminal field with traceable and successful hands-on new equipment delivery management record.
  • In-depth management knowledge and ability to interact with stakeholders across several lines, levels in business units and group support functions.
  • Excellent English verbal and written communication skills.
  • Good understanding of project management, change management, and escalation processes that create a highly responsive project organization.
  • Fluent in MS office

Education

  • University degree (BSC / MSC) in Engineering, preferred electrical engineering

Pay Range:        

$104,900- $112,600

*The above stated pay range is the anticipated starting salary range for the position. The Company may adjust this range in light of prevailing market conditions and other factors such as location.  The Company will work directly with the selected candidate(s) on the final starting salary in accordance with all applicable laws.
