COMPENSATION Earnings Potential: $94,317 - $128,408 Hay Points: 611 Overtime Eligibility: Not eligible for paid overtime in accordance with FLSA RESPONSIBILITIES The Manager, Security Assets and Operations is responsible for overseeing the financial, contractual, and material resource functions of the MTA Bridges and Tunnels Security Department. This includes developing and managing the department's annual operating and capital budgets, leading procurement planning and contract execution for equipment and services and overseeing lifecycle asset management. This position plays a critical role in integrating security-related assets into the agency-wide Enterprise Asset Management (EAM) system, ensuring accurate tracking from procurement through decommissioning. The Manager, Security Assets and Operations maintains up-to-date records of infrastructure and equipment, supports EAM standards, and ensures asset data informs capital planning and audit readiness. The Manager, Security Assets and Operations also supervises two staff members, overseeing task assignments, monitoring performance, and supporting professional growth. In addition, this role tracks capital projects and federally funded initiatives, prepares monthly and quarterly reports on expenditures, contract status, and asset conditions, and supports logistical and administrative readiness during major security deployments. The position contributes to strategic planning, interagency coordination, and ensures efficient resource allocation during critical operations. Key Responsibilities: Enterprise Asset Management & Lifecycle Oversight Lead the integration of security related assets into the agency's Enterprise Asset Management system. Coordinate with MTA IT, Engineering, and Security Operations to ensure accurate asset tagging, tracking, and lifecycle documentation. Maintain records of warranties, maintenance schedules, and replacement plans for physical security infrastructure, for example, access control devices, surveillance systems, vehicles, radios, etc.). Support the development of EAM standards and procedures related to security assets. Ensure that asset data is consistently maintained in central systems and supports decision making, audits, and capital planning. Asset Inventory & Equipment Oversight Maintain and reconcile detailed records of department-owned security equipment, technology, and infrastructure. Oversee the physical inventory process and annual audits, ensuring compliance with internal controls and EAM policies. Develop procedures for asset receiving, deployment, reassignment, and disposal. Work with system administrators to ensure security assets are properly categorized, monitored, and reported in agency-wide systems. Budget Management Develop, monitor, and manage the Security Department's annual operating and capital budgets in coordination with executive leadership. Track and analyze expenditures, forecast future financial needs, and provide recommendations to optimize budget performance. Prepare and present financial reports, dashboards, and justifications for resource allocation to senior leadership. Ensure compliance with agency budgetary policies, financial controls, and audit requirements. Contract Oversight Manage procurement planning, solicitation, evaluation, and execution for security-related goods and services. Coordinate with vendors, Legal, Procurement, and Finance teams to develop and manage contracts in accordance with MTA guidelines. Monitor contract deliverables, performance, and timelines to ensure service quality and cost-effectiveness. Maintain a centralized repository of all security contracts and purchasing records to support audits, reporting, and strategic planning. REQUIRED QUALIFICATIONS Bachelor's degree in Public Administration, Business, Finance, Project Management, or a related field. Must have a minimum of six (6) years of progressively responsible experience in budget coordination, contract administration, procurement, or asset management. An equivalent combination of education and experience may be considered. Advanced knowledge of Peoplesoft, FLOGS, KRONS, and Microsoft software such as Excel, Word, PowerPoint, Access, Teams. Familiarity with operating and capital budget development, tracking, and reporting. Working knowledge of procurement processes, vendor contracts, and purchasing regulations, preferably in a government or quasi-government environment. Experience managing or maintaining asset inventories and supporting Enterprise Asset Management (EAM) systems. Proficiency in Microsoft Excel, and comfort with financial systems, reporting tools, and databases. Strong attention to detail, organization, and recordkeeping. Effective communication and collaboration skills; able to work with internal departments, vendors, and agency partners. Ability to manage multiple priorities and deadlines in a structured and fast-paced environment. Must be able to operate under strict timetables while adhering to organizational guidelines. PREFERRED Experience in public sector, transportation, or security-related operations is a plus. At least one (1) year of supervisory or team lead experience is preferred. Knowledge of MTA policies, public sector procurement, and financial regulations is highly desirable. The team identifies and addresses gaps in incumbent security tools (SAST, SCA, Container security), collaborates with vendors to address/enhance scanning coverage and define/refine the internal processes to ensure the efficiency and strengthen overall security program. What you will be doing: Develop and maintain policy and standards for FIS API security program. Collaborate with internal development teams to build/advocate security controls in Application Programming Interface (API), and performing the secure design review of the APIs. Assist in the security strategy, standards, architecture, and processes of SDLC to protect application, APIs, DevSecOps, and CI/CD. Identify the gaps in SAST/SCA/Container tool's rule/configuration and work with vendor to engineer them to provide the maximum scanning coverage to FIS software. Primarily responsible for API application security but with a good working knowledge of other security domains (Cryptography, Identity and Access Management, Threat and Vulnerability Management) Crate software/automated workflows to track the API findings and collaborate with development team to remediate them. Collaborate with WAF team to define/modify the rules to protect the APIs. What you bring: At least 4 years of working experience in application security with focus on API security and good understanding of SAST, SCA, DAST, and Container scanning. At least 2 years of professional development experience in programming language like Java/C#/python. Experience conducting secure design review, risk assessments and performing threat modeling of applications Expert knowledge of information security principles, API security, web applications security, and intermediate familiarity with malicious code and common hacking techniques used by malicious actors. Experience in performing SAST, SCA, IaC, Container security assessments with tools such as Checkmarx One. Knowledge of OWASP API Top 10/ OWASP Top 10, identify vulnerabilities via manual and automated testing methods and how to effectively remediate vulnerabilities associated with each. RESPONSIBILITIES

The Manager, Security Assets and Operations is responsible for overseeing the financial, contractual, and material resource functions of the MTA Bridges and Tunnels Security Department. This includes developing and managing the department's annual operating and capital budgets, leading procurement planning and contract execution for equipment and services and overseeing lifecycle asset management.

This position plays a critical role in integrating security-related assets into the agency-wide Enterprise Asset Management (EAM) system, ensuring accurate tracking from procurement through decommissioning. The Manager, Security Assets and Operations maintains up-to-date records of infrastructure and equipment, supports EAM standards, and ensures asset data informs capital planning and audit readiness. The Manager, Security Assets and Operations also supervises two staff members, overseeing task assignments, monitoring performance, and supporting professional growth. In addition, this role tracks capital projects and federally funded initiatives, prepares monthly and quarterly reports on expenditures, contract status, and asset conditions, and supports logistical and administrative readiness during major security deployments. The position contributes to strategic planning, interagency coordination, and ensures efficient resource allocation during critical operations.

Key Responsibilities:

Enterprise Asset Management & Lifecycle Oversight

Lead the integration of security related assets into the agency's Enterprise Asset Management system.

Coordinate with MTA IT, Engineering, and Security Operations to ensure accurate asset tagging, tracking, and lifecycle documentation.

Maintain records of warranties, maintenance schedules, and replacement plans for physical security infrastructure, for example, access control devices, surveillance systems, vehicles, radios, etc.).

Support the development of EAM standards and procedures related to security assets.

Ensure that asset data is consistently maintained in central systems and supports decision making, audits, and capital planning.

Asset Inventory & Equipment Oversight

Maintain and reconcile detailed records of department-owned security equipment, technology, and infrastructure.

Oversee the physical inventory process and annual audits, ensuring compliance with internal controls and EAM policies.

Develop procedures for asset receiving, deployment, reassignment, and disposal.

Work with system administrators to ensure security assets are properly categorized, monitored, and reported in agency-wide systems.

Budget Management

Develop, monitor, and manage the Security Department's annual operating and capital budgets in coordination with executive leadership.

Track and analyze expenditures, forecast future financial needs, and provide recommendations to optimize budget performance.

Prepare and present financial reports, dashboards, and justifications for resource allocation to senior leadership.

Ensure compliance with agency budgetary policies, financial controls, and audit requirements.

Contract Oversight

Manage procurement planning, solicitation, evaluation, and execution for security-related goods and services.

Coordinate with vendors, Legal, Procurement, and Finance teams to develop and manage contracts in accordance with MTA guidelines.

Monitor contract deliverables, performance, and timelines to ensure service quality and cost-effectiveness.

Maintain a centralized repository of all security contracts and purchasing records to support audits, reporting, and strategic planning.

REQUIRED QUALIFICATIONS

Bachelor's degree in Public Administration, Business, Finance, Project Management, or a related field.

Must have a minimum of six (6) years of progressively responsible experience in budget coordination, contract administration, procurement, or asset management.

An equivalent combination of education and experience may be considered.

Advanced knowledge of Peoplesoft, FLOGS, KRONS, and Microsoft software such as Excel, Word, PowerPoint, Access, Teams.

Familiarity with operating and capital budget development, tracking, and reporting.

Working knowledge of procurement processes, vendor contracts, and purchasing regulations, preferably in a government or quasi-government environment.

Experience managing or maintaining asset inventories and supporting Enterprise Asset Management (EAM) systems.

Proficiency in Microsoft Excel, and comfort with financial systems, reporting tools, and databases.

Strong attention to detail, organization, and recordkeeping.

Effective communication and collaboration skills; able to work with internal departments, vendors, and agency partners.

Ability to manage multiple priorities and deadlines in a structured and fast-paced environment.

Must be able to operate under strict timetables while adhering to organizational guidelines.

PREFERRED

Experience in public sector, transportation, or security-related operations is a plus.

At least one (1) year of supervisory or team lead experience is preferred.

Knowledge of MTA policies, public sector procurement, and financial regulations is highly desirable.
