Role Summary: MetaPhase is seeking a Program Manager - Systems and Network Security to lead the delivery of complex IT systems in a federal environment. This role is critical to driving enterprise-level technology programs from concept through deployment. The ideal candidate brings deep experience in program management, user activity monitoring systems, and hands-on leadership that blends mission focus with modern IT best practices. Provide regular reports to stakeholders on attack surface reduction progress and areas of concern. Incident Response: Support the incident response team by leveraging security tools to investigate, identify, and mitigate vulnerabilities or weaknesses that may have been exploited during an attack. Documentation & Reporting: Document tool configurations, processes, and procedures to ensure repeatability and maintainability of attack surface reduction initiatives. Provide regular reports and metrics to leadership on the status and effectiveness of security tools. Continuous Improvement: Stay up-to-date on the latest security trends, vulnerabilities, and new tools that can enhance attack surface reduction efforts. Recommend improvements and new technologies to continuously evolve the security program. Ideal for someone with a deep understanding of security tools, vulnerability management, and attack surface reduction strategies, as well as experience in automating security workflows. Requirements: Bachelor’s degree in Computer Science, Information Security, or a related field. 4+ years of experience in an Infrastructure or Security Engineering role Hands-on experience with security tools such as vulnerability scanners (e.g., Nessus, Qualys, OpenVAS), cloud security tooling (e.g. Wiz, Prisma cloud), as well as cloud native security tooling within Azure and AWS. Strong experience in configuring and integrating security tools with on prem estates (e.g. Data centers) and multi-cloud environments (AWS, Azure, GCP). Knowledge of automation tools and scripting languages (Python, Bash, PowerShell, etc.) to automate workflows and integrate security tools Experience assessing and hardening Kubernetes environments Experience integrating DevSecOps tooling into development pipelines to improve the security of internally developed software as well as Infrastructure as Code. Networking technology proficiency (firewall configuration and maintenance, DNS, traffic analysis) Microsoft 365 (E5), Azure, and AWS experience Experience in implementing enterprise-wide vulnerability management solutions, including container-based vulnerability management. Possession of or ability to obtain professional certifications in information security or risk management, such as a CISSP, CISM, or Microsoft / Azure Security Certifications Self-starter who demonstrates strong ownership of their domain Interpersonal and collaborative skills and the ability to communicate security and risk-related concepts to technical and nontechnical audiences. The base salary for this position is expected to be between $130,00 and $160,000 per year at the commencement of employment. Role Summary:
MetaPhase is seeking a Program Manager - Systems and Network Security to lead the delivery of complex IT systems in a federal environment. This role is critical to driving enterprise-level technology programs from concept through deployment. The ideal candidate brings deep experience in program management, user activity monitoring systems, and hands-on leadership that blends mission focus with modern IT best practices.
 
What You Will Be Doing: 
  •  Lead end-to-end planning, execution, and oversight of large-scale federal IT programs
  •  Direct multidisciplinary teams in the development, integration, and implementation of secure IT systems
  •  Oversee the lifecycle of technical programs including architecture, testing, security compliance, and deployment
  •  Serve as the primary point of contact for government stakeholders, ensuring alignment with mission goals and contract requirements
  •  Manage risk, schedule, performance, and quality to meet project milestones and contractual obligations
  •  Ensure successful implementation of user activity monitoring systems and related cybersecurity measures
  •  Apply modern program management frameworks and delivery excellence principles in line with MetaPhase standards
What We Need From You (Required Qualifications): 
  •  Bachelor’s degree in Information Technology, Engineering, or a related technical field from an accredited institution
  •  Minimum 10 years of experience managing the development and deployment of complex IT systems in a federal environment
  •  Proven track record in leading multidisciplinary IT programs with full lifecycle oversight
  •  Specific experience integrating and deploying user activity monitoring systems
  •  Strong familiarity with IT infrastructure, cloud solutions, and secure system implementation
  •  PMP Certification (Project Management Professional)
  •  Exceptional client-facing communication and leadership skills
  •  U.S. Citizenship required; Must hold an active Top Secret clearance with ability to obtain access to Sensitive Compartmented Information (SCI)
Bonus Points (Preferred Qualifications): 
  •  Experience managing programs within DHS, DoD, or similarly complex federal agencies
  •  Experience as a leader or manager supporting enterprise insider threat programs
  •  Familiarity with DevSecOps principles and infrastructure automation (e.g., Terraform, Ansible)
  •  Advanced degree (e.g., M.S. in IT Management or Systems Engineering)
  •  Agile or SAFe certifications

Active Top Secret Clearance with ability to obtain SCI access
