Delta Solutions & Strategies is seeking a Security Lead to join our team at Dyess AFB, TX. This position will formulate security program goals, plans, policies, and procedures related to the development and construction of Sensitive Compartmented Information (SCI), Special Access Program (SAP), and Information Protection (IP) facilities, functions and activities. What you'll be doing: Plans, organizes, and oversees all security activities needed to ensure successful Program Integration Office (PIO) actions. Implements DoD, USAF, Defense Intelligence Agency (DIA), and MAJCOM policies and directives for the construction, protection, and operation of all classified facilities. Sets and adjusts short and/or long-term priorities. Establishes metric and analysis systems to assess efficiency and effectiveness. Evaluates requirements for additional resources and balances organization needs with overall mission requirements and resource interests. Identifies need for change in organizational priorities and takes action to implement such changes. Establishes review systems for the program that ensure security needs and requirements are met and validated, and that economy and quality of operations are maintained or improved. Prepares, implements and administers security requirements in close cooperation with the GSSO, SSO and IP office on their respective facilities. Prepares accreditation packages to include fixed facility checklists, facility and alarm diagrams, inspectable space determinations, construction security plans and other essential security documents for submission to approval officials. Works closely with counterparts from civil engineering, communications, users, and industry to ensure timely and proper accreditation of secure facilities. Assists contractor personnel in the development of security procedures. Provides initial site security manager (SSM) briefing and other security training as required. Conducts periodic security reviews to examine procedures, and security training of visitor group contractors to determine compliance with the requirements and terms of security agreements and the practices for safeguarding classified material and other security provisions. Assists with input of security requirements within Statement of Work (SOW), Performance Work Statements (PWS) or Statement of Objectives (SOO). Provides guidance on aspects concerning physical security programs that will result in the protection of classified information. Manages the physical security requirements for the construction of classified facilities. Reviews pre-coordination requirements and recommends approval/disapproval prior to the construction of each facility to include concepts of approval, fixed facility checklists, construction security plans and formal accreditation documents. Oversees the Site Security Manager (SSM) and construction security escort teams for each project. Shall manage/oversee physical and technical security (TEMPEST/TSCM) requirements/actions/procedures necessary to construct, modify, and/or expand facilities IAW ICD, UFC and applicable DoD Manuals What you'll need: Minimum of five (5) years experience providing security for Special Access Programs or Sensitive Compartmented Information within the last eight (8) years. Experience formulating security program goals, plans, policies, and procedures related to the development and construction of Sensitive Compartmented Information (SCI), Special Access Program (SAP), and Information Protection (IP) facilities, functions and activities. Experience implementing DoD, USAF, and Defense Intelligence Agency (DIA) policies and directives for the construction, protection, and operation of all classified facilities. Experience preparing accreditation packages to include fixed facility checklists, facility and alarm diagrams, inspectable space determinations, construction security plans and other essential security documents for submission to approval officials. Experience reviewing solicitations and contract documents to ensure they include the appropriate security clauses and verbiage. Experience providing physical security support in the construction, modification, and/or expansion of secure facilities in accordance with Intelligence Community Directive (ICD 705) Version 1.5.1, Unified Facilities Criteria (UFC), and applicable Department of Defense Manuals. Perform initial vendor assessment and ongoing assurance over key vendors and service providers. Assist in implementing the Information security strategy across 180 medical/HSG. Qualifications/Education: Knowledge of network infrastructure, including routers, switches, firewalls, moderate Database query abilities and associated network protocols and concepts. Strong verbal and written communication skills Ability to facilitate cross-functional teams. Ability to translate business requirements into control objectives. Knowledge and understanding of information risk concepts and principles, as a means of relating business needs to security controls. Ability to work independently with limited supervision. Ability to demonstrate that you can influence others (key stakeholders including business) through explanation of facts, policies, and practices. Bachelor's degree in computer science, Information Systems, Software Engineering, or equivalent experience CISA and/or CISM Experience in NIST Cyber Framework Minimum 10 years of overall experience in IT Minimum of four years’ experience in Information Security CISSP is reccomended but not required. Partner with engineering to identify and mitigate risks in architecture, design, and implementation stages. Participate in an on-call rotation to resolve critical/high-risk security issues as well as respond to security incidents with urgency and clarity. Identify opportunities to fix systemic gaps, reduce recurring pain points, and avoid reactive "whack-a-mole" cycles. What We're Looking For: 4+ years of experience in security engineering with a strong focus on DevSecOps and secure cloud infrastructure on AWS. Hands-on expertise with infrastructure-as-code tools (Terraform, CloudFormation) for AWS, as well as the Kubernetes ecosystem of tools. Strong coding/scripting skills in Python, Bash, or equivalent languages for automating security tasks. Experience with CI/CD platforms and integrating security controls early in the pipeline. Job Description
Delta Solutions & Strategies is seeking a Security Lead to join our team at Dyess AFB, TX. This position will formulate security program goals, plans, policies, and procedures related to the development and construction of Sensitive Compartmented Information (SCI), Special Access Program (SAP), and Information Protection (IP) facilities, functions and activities.
What you'll be doing:
- Plans, organizes, and oversees all security activities needed to ensure successful Program Integration Office (PIO) actions.
- Implements DoD, USAF, Defense Intelligence Agency (DIA), and MAJCOM policies and directives for the construction, protection, and operation of all classified facilities. Sets and adjusts short and/or long-term priorities.
- Establishes metric and analysis systems to assess efficiency and effectiveness.
- Evaluates requirements for additional resources and balances organization needs with overall mission requirements and resource interests.
- Identifies need for change in organizational priorities and takes action to implement such changes. Establishes review systems for the program that ensure security needs and requirements are met and validated, and that economy and quality of operations are maintained or improved.
- Prepares, implements and administers security requirements in close cooperation with the GSSO, SSO and IP office on their respective facilities.
- Prepares accreditation packages to include fixed facility checklists, facility and alarm diagrams, inspectable space determinations, construction security plans and other essential security documents for submission to approval officials.
- Works closely with counterparts from civil engineering, communications, users, and industry to ensure timely and proper accreditation of secure facilities.
- Assists contractor personnel in the development of security procedures.
- Provides initial site security manager (SSM) briefing and other security training as required.
- Conducts periodic security reviews to examine procedures, and security training of visitor group contractors to determine compliance with the requirements and terms of security agreements and the practices for safeguarding classified material and other security provisions.
- Assists with input of security requirements within Statement of Work (SOW), Performance Work Statements (PWS) or Statement of Objectives (SOO).
- Provides guidance on aspects concerning physical security programs that will result in the protection of classified information.
- Manages the physical security requirements for the construction of classified facilities.
- Reviews pre-coordination requirements and recommends approval/disapproval prior to the construction of each facility to include concepts of approval, fixed facility checklists, construction security plans and formal accreditation documents.
- Oversees the Site Security Manager (SSM) and construction security escort teams for each project.
- Shall manage/oversee physical and technical security (TEMPEST/TSCM) requirements/actions/procedures necessary to construct, modify, and/or expand facilities IAW ICD, UFC and applicable DoD Manuals
What you'll need:
- Minimum of five (5) years experience providing security for Special Access Programs or Sensitive Compartmented Information within the last eight (8) years.
- Experience formulating security program goals, plans, policies, and procedures related to the development and construction of Sensitive Compartmented Information (SCI), Special Access Program (SAP), and Information Protection (IP) facilities, functions and activities.
- Experience implementing DoD, USAF, and Defense Intelligence Agency (DIA) policies and directives for the construction, protection, and operation of all classified facilities.
- Experience preparing accreditation packages to include fixed facility checklists, facility and alarm diagrams, inspectable space determinations, construction security plans and other essential security documents for submission to approval officials.
- Experience reviewing solicitations and contract documents to ensure they include the appropriate security clauses and verbiage.
- Experience providing physical security support in the construction, modification, and/or expansion of secure facilities in accordance with Intelligence Community Directive (ICD 705) Version 1.5.1, Unified Facilities Criteria (UFC), and applicable Department of Defense Manuals.
