Position Summary BB&E is currently looking for a Construction Surveillance Engineering Technician to support the NAVFAC Southeast (SE) Headquarters, Public Works Departments (PWD) and Resident Officer in Charge of Construction (ROICC). This position is at NS Panama City, FL. Job Duties & Responsibilities Provide overall coordination of the construction quality management program for assigned projects In conjunction with the Construction Manager (CM), review and provide recommendations toward approval of contractor quality control plan Attend selective quality control (QC), preparatory and initial meetings, and monitor three-phase checklists for accuracy and thoroughness Provide relevant remarks on Government Quality Assurance (QA) reports (or in identified section of Contractor's QC reports), particularly on critical, definable features of work included Take/file/distribute progress photos Validate quantity, condition, and approval of materials on site prior to Government issuing invoice payments Coordinate support to review and witness successful testing and commissioning/certification of critical systems (i.e., mechanical - HVAC/TABS/DALTS/DDC, electrical -pad mounted transformers/high-voltage systems/switchgear/automatic transfer switches/frequency converters, fire and life safety/fire protection systems, roofing systems, and underwater structures). Assure quality workmanship in accordance with specifications and industry standards on concrete/masonry/stucco/ building, envelope/structural steel/bolting/welding, and other building materials/structural systems, as required Attend/witness selected tests and review all applicable test reports and results Keep the Government sponsor advised as to the status of projects under his/her administrative and technical control, but the responsibility to plan and carry out the assignment is accomplished independently Requirements It is expected that the minimum education and professional experience requirements have been met, as listed below. Experience & Education A minimum of 5 years of verified experience as a Quality Control Manager working for General Contractors on NAVFAC or US Army Corps of Engineers (USACE) projects OR 10 years of verified foreman experience in one or more of following trades: Concrete; Mechanical; Electrical; Masonry; or Carpentry on commercial/industrial/military projects; residential experience does not qualify Must complete the USACE Construction CQM Certification Physical Requirements: To successfully perform the essential duties of this position, an individual must be able to perform the following: Must be able to stand, walk, bend, stoop, crouch, crawl, navigate across uneven ground that is common at construction sites and climb for extended periods as well as when traveling to and from job sites Must be able to lift, carry, push, and pull materials and equipment weighing up to 50 pounds regularly · Must be able to work both indoor/outdoor (with exposure to the elements) Must be able to work in confined spaces and under varying environmental conditions, including heat, cold, humidity, rain, wind, dust, and noise Must be able to wear and use required personal protective equipment (PPE) such as hard hats, safety glasses, gloves, hearing protection, steel-toed boots, fall protection safety vests and high-visibility reflective safety vests Must have sufficient visual and auditory acuity to perform tasks safely and effectively, including reading instruments, recognizing hazards, and communicating on active construction sites Must be able to drive company or personal vehicles to and from field locations, sometimes multiple times per day, and may be required to work variable shifts depending on project needs Work Environment: Primarily operates in an outdoor environment where various weather conditions could be encountered, depending on the location and season. Key Responsibilities: Salesforce Engineering Leadership Lead a team of Salesforce developers and admins in designing, building, and optimizing solutions across Sales, Service, and Experience Clouds. Provide technical direction and mentorship on Apex, Lightning Web Components (LWC), Flows, and integration patterns (REST/SOAP APIs). Oversee code reviews, enforce best practices for reusability and maintainability, and manage technical debt. Drive architectural standards, data model design, and compliance with Salesforce security and governor limits. Manage and optimize deployments using Gearset or CI/CD pipelines. Project Delivery & Collaboration Champion Agile/Scrum delivery, including sprint planning, backlog grooming, and velocity tracking. Collaborate cross-functionally with Product, QA, DevOps, and Data teams to ensure timely, high-quality releases. Partner with internal stakeholders and external vendors (e.g., CitiusTech, ODG) to align on business and technical priorities. Oversee configuration, automation, and approval workflows including Territory Management, Process Builder, and Flow. Ensure proper documentation, testing, and release management for all Salesforce enhancements. People Management & Strategic Influence Coach and develop Salesforce engineers and technical leads, fostering growth and accountability. Serve as a bridge between technical teams and business stakeholders, translating complex requirements into clear solutions. Drive continuous improvement in engineering standards, automation, and documentation. Contribute to long-term architectural planning focused on scalability, performance, and user experience. Requirements Bachelor’s degree in Computer Science, Information Systems, or related field (Master’s preferred). 7+ years of Salesforce development experience, including Apex, LWC, and integrations. 3+ years leading Salesforce engineering teams (onshore/offshore preferred). Proven experience with CI/CD tools (Gearset, Copado, or similar). Deep understanding of Salesforce architecture, data models, and metadata management. BB&E is a full-service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.  

Position Summary 

BB&E is currently looking for a Construction Surveillance Engineering Technician to support the NAVFAC Southeast (SE) Headquarters, Public Works Departments (PWD) and Resident Officer in Charge of Construction (ROICC). This position is at NS Panama City, FL.

Job Duties & Responsibilities 

  • Provide overall coordination of the construction quality management program for assigned projects
  • In conjunction with the Construction Manager (CM), review and provide recommendations toward approval of contractor quality control plan
  • Attend selective quality control (QC), preparatory and initial meetings, and monitor three-phase checklists for accuracy and thoroughness
  • Provide relevant remarks on Government Quality Assurance (QA) reports (or in identified section of Contractor's QC reports), particularly on critical, definable features of work included
  • Take/file/distribute progress photos
  • Validate quantity, condition, and approval of materials on site prior to Government issuing invoice payments
  • Coordinate support to review and witness successful testing and commissioning/certification of critical systems (i.e., mechanical - HVAC/TABS/DALTS/DDC, electrical -pad mounted transformers/high-voltage systems/switchgear/automatic transfer switches/frequency converters, fire and life safety/fire protection systems, roofing systems, and underwater structures). 
  • Assure quality workmanship in accordance with specifications and industry standards on concrete/masonry/stucco/ building, envelope/structural steel/bolting/welding, and other building materials/structural systems, as required
  • Attend/witness selected tests and review all applicable test reports and results
  • Keep the Government sponsor advised as to the status of projects under his/her administrative and technical control, but the responsibility to plan and carry out the assignment is accomplished independently

Requirements

It is expected that the minimum education and professional experience requirements have been met, as listed below. 

Experience & Education 

  • A minimum of 5 years of verified experience as a Quality Control Manager working for General Contractors on NAVFAC or US Army Corps of Engineers (USACE) projects OR 10 years of verified foreman experience in one or more of following trades: Concrete; Mechanical; Electrical; Masonry; or Carpentry on commercial/industrial/military projects; residential experience does not qualify
  • Must complete the USACE Construction CQM Certification

Physical Requirements: To successfully perform the essential duties of this position, an individual must be able to perform the following:

  • Must be able to stand, walk, bend, stoop, crouch, crawl, navigate across uneven ground that is common at construction sites and climb for extended periods as well as when traveling to and from job sites
  • Must be able to lift, carry, push, and pull materials and equipment weighing up to 50 pounds regularly

·        Must be able to work both indoor/outdoor (with exposure to the elements)

  • Must be able to work in confined spaces and under varying environmental conditions, including heat, cold, humidity, rain, wind, dust, and noise
  • Must be able to wear and use required personal protective equipment (PPE) such as hard hats, safety glasses, gloves, hearing protection, steel-toed boots, fall protection safety vests and high-visibility reflective safety vests
  • Must have sufficient visual and auditory acuity to perform tasks safely and effectively, including reading instruments, recognizing hazards, and communicating on active construction sites
  • Must be able to drive company or personal vehicles to and from field locations, sometimes multiple times per day, and may be required to work variable shifts depending on project needs

Work Environment:

  • Primarily operates in an outdoor environment where various weather conditions could be encountered, depending on the location and season.
  • May encounter extreme temperatures, airborne particles, fumes, chemicals, or loud noise.
  • Worksites might contain high-voltage equipment, exposed wires, and other electrical hazards that will require strict adherence to safety protocols.
