This position requires a deep understanding of network design, optimization, and modernization efforts within a complex IT environment. Job Title: Engineering Technician V – PCS Operations & Maintenance (NWS 00810) North Wind Services (NWS), is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customer's mission. Available employment opportunities may range from administrative and logistical support to advanced technical positions. Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy. Successful candidates will be employees of NWS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratories. Administrative functions such as pay, benefits, Human Resource, and Employment Management are provided by NWS. This position supports the National Ignition Facility (NIF) which is the world's largest and most energetic laser facility ever built. NIF is also the most precise and reproducible laser as well as the largest optical instrument. The giant laser has nearly 40,000 optics, which precisely guide, reflect, amplify, and focus 192 laser beams onto a fusion target about the size of a pencil eraser. The NIF&PS Directorate has an opening for an Engineering Technician V. The NIF laser is the world's most powerful laser system, capable of producing over 2 MJ of optical energy. The successful candidate will operate the Power Conditioning System (PCS) and the Plasma-Electrode Pockels Cell (PEPC) systems through the high-level computer control system following detailed procedures. The PCS employs one hundred ninety-two high voltage (24 KV), high-energy (1.7 MJ per module) capacitor bank modules used to power the large flash lamps in the NIF solid-state laser amplifiers. The PEPC system employs high voltage electronics and sophisticated controls hardware and software to implement an optical switch topology for the 192 beams of the NIF main laser. These systems include: high voltage power supplies, pulsed power hardware and circuits, analog, and digital controls hardware and software, embedded computers and diagnostics. The successful candidate will be expected to operate both systems remotely using Graphical User Interfaces (GUIs) and perform site maintenance including electrical distribution, high voltage -equipment, digital circuits analog circuits, vacuum controls, compressed air controls and/or major system configurations across multiple engineering disciplines. Primary interactions will be with the lead operators, shot directors, system managers and electrical engineering support personnel. NIF is a 24/7 operational facility, and operators typically work a 12-hour shift to support operations, with the last two hours of each shift being overtime. The dayshift working hours are from 6:30AM-7:30PM and the owl shift hours are from 6:30PM-7:30AM. Dayshifts work either Sunday-Tuesday and ending every other Wednesday, or Thursday to Saturday and starting every other Wednesday. Owl shifts work either Sunday to Tuesday and start every other Saturday night or Wednesday to Friday and end every other Saturday night. 12-hour shifts are not guaranteed and may change in the future. The successful candidate will be required to pass various on-site training modules to pursue work assignments. Essential Duties - Operate the Power Conditioning System (PCS) and Plasma-Electrode Pockels Cell (PEPC) using high-level computer controls to support the world's most powerful laser at the National Ignition Facility. - Diagnose and resolve issues with high-voltage modules, analog and digital circuits, and control systems using state-of-the-art diagnostic tools such as oscilloscopes and computer-based systems - Perform hands-on maintenance and acceptance testing of critical components, including plasma pulse generators and turbo pumps, to ensure equipment is always ready for high-stakes operations. - Accurately document repairs, maintenance actions, and system status, and communicate effectively to ensure smooth shift transitions and minimal downtime. - Manage spare parts inventory for critical systems, ensuring that essential components are always available. - Follow detailed safety procedures to render high-voltage systems safe for maintenance, conduct area “sweeps” before laser operations, and uphold rigorous Environmental, Safety & Health (ES&H) standards. - Provide input on new and existing procedures, automate trend reviews, and contribute to a culture of innovation and excellence. - Work closely with scientists, engineers, and technicians to solve complex problems and deliver mission-critical results in a 24/7 operational environment. Essential Skills, Knowledge, and Abilities - AA/AS degree in Electronics Technology, or at least four years of equivalent experience. - Strong knowledge of electrical schematics, assembly drawings, analog and digital circuits. - Skilled in troubleshooting, repairing, and upgrading high-voltage and power systems, control hardware, and vacuum or mechanical technologies. - Comfortable with computer-based control systems and diagnostics, and able to learn new technologies quickly. - Proficient with hand tools and mechanical assemblies; adept at cable terminations, connectors, and timing documentation. - Capable of making independent, logical decisions under pressure and with minimal supervision. - Deep understanding of safe work practices in high-voltage environments. - Excellent written and verbal communication skills; organized, reliable, and proactive in a fast-paced, multidisciplinary team setting. Primary responsibilities include working as a key project team member on highway and urban roadway projects from design through construction. A Lead Engineering Technician shall be capable of independently and collaboratively contributing to the design and development of project plans utilizing their CADD skills and hold the role of Chief Inspector on construction projects. Our Lead Engineering Technicians will typically report to a Project Manager or senior level team member. Additional responsibilities may include materials testing and inspection with concrete and asphalt operations during construction, support to survey crews, and training junior level staff. Qualification Requirements:  High School diploma or equivalent is required. Understand and fulfill the role of resident project representative (RPR) and/or owner's representative during construction projects.  Communicate with contractors and effectively deal with difficult and time-sensitive situations. Communicate frequently and effectively with Apex and State/County Agency Project Managers and Project Engineers to inform them of construction progress and potential issues in the field. Document construction progress and quantities in field diaries and input data into automated computer record systems. Attend company, project and client meetings as required either in person or via teleconference and/or remote video conference.  The ability to video conference remotely via computer is essential if working remotely. Understand and follow company employee handbook and mandated safety policies. Perform responsibilities in a conscientious, legal, and ethical manner with a strong attention to detail. Competitive Range Solutions requires the expertise of a talented and experienced Senior Network Engineer to assist in the direction and management of the program's executive support group. The candidate must reference their ability and experience working in a Department of Defense (DoD) customer environment and effective integration with a government multi-contractor team. 

The Senior Network Engineer plays a crucial role in the planning, developing, and implementing Engineering Change Proposals (ECPs) related to IT infrastructure and network architecture enhancements. This position requires a deep understanding of network design, optimization, and modernization efforts within a complex IT environment. The Senior Network Engineer will be instrumental in evaluating customer requirements, designing technical solutions, and ensuring the successful execution of network upgrades, system transitions, and technology refreshment projects. 

Roles and Responsibilities:

Develop and design innovative network solutions as part of the ECP process. 

Collaborate with the project execution team to develop around 800 ECPs manually. This involves clarifying requirements, providing technical expertise for the ECP Catalog, and creating detailed network designs that meet specific project types (No-Cost, Small, Medium, large, and Complex ECPs). 

Conduct thorough analyses of existing network architectures and propose modifications or upgrades to enhance performance, reliability, and security. 

Engage in transport network modernization and optimization initiatives. 

Assist in managing network-related projects from conception to closeout, ensuring timely delivery and compliance with all technical and security requirements. Provide input for project management plans, schedules, and work breakdown structures. 

Serve as technical liaison between the project team, customers, and government representatives. Ensure clear communication regarding network design, project status, and technical challenges. 

Responsible for delivering high-quality network designs and technical solutions for ECPs and contributing to project documentation such as Engineering Installation Plans (EIPs) and Circuit Installation Plans (CIPs). 

Qualifications/Experience:

Active TS/SCI Clearance

2+ years as senior or lead engineer in planning, designing, and building software-defined networks.

3+ years DoD environment

Outstanding mathematics and IT abilities

Configuring and installing various network devices and services

Monitoring network performance and resource utilization, trending, capacity planning

Use of current and emergent network design principles and protocols

Experience with network virtualization technologies.

Experience with multi-tenant network architectures.

Familiarity with a wide variety of network routing and switching equipment devices from multiple vendors.

Scripting languages and coding for network threshold events

Education/Certifications:

Bachelor's degree in information systems, Engineering or Equivalent

Master's degree preferred.

One nationally recognized certification for senior network administrators/engineers/architects tied to the proposal solution's routers and switches.

IAT Level III in accordance with DoD 8570.01-M 

IAT Level III certification
