GENERAL STATEMENT OF JOB The purpose of the class is to perform technical engineering duties associated with water and wastewater assets, engineering and construction projects; to analyze data; to provide professional and courteous customer service; and to perform related work as required. The class works within a general outline of work to be performed and develops work methods and sequences under direct supervision.. This class regularly interacts with other governmental agencies, consulting engineers, utility contractors, other county departments and the general public. This position may be assigned special projects and other responsibilities as required. SPECIFIC DUTIES AND RESPONSIBILITIES Essential Functions: Assists with water system billing. This requires field visits to evaluate system performance, evaluate water meter condition, perform manual meter reads, update GIS, etc. Regularly uses department Supervisory Control and Data Acquisition software and equipment to monitor and create reports as needed. Regularly inspects and reviews utility construction projects to include site inspections, and maintenance of records and schedules. Assists with utility locates as needed. Periodically coordinates and supervises construction with contractors; provides contract operator with available as-built information on systems as required. Periodically assists FOG Coordinator in carrying out duties. Periodically uses GPS hardware with the assistance of ArcGIS software to collect data in the field. Inspects construction sites to ensure compliance with Department regulations. Reviews cost estimates and calculations as required; generates and maintains records and reports of inspection activity. Uses the department's GIS applications. Receives and responds to public inquiries, requests for service, and complaints associated with areas of responsibility; provides information to residents affected by construction projects; investigates citizen complaints related to new constructions and drainage. Performs general administrative and clerical work as required, including attending meetings, preparing reports and correspondence, entering and retrieving computer data, preparing spreadsheets, copying and filing documents, sending and receiving faxes, answering the telephone, etc. Attends meetings, training, seminars, etc., as necessary to maintain and enhance job knowledge and skills. Performs other duties as assigned. MINIMUM EDUCATION AND TRAINING High school diploma or equivalent; supplemented by formal training, special courses, or self-education that is equivalent to satisfactory completion of two years of college education or specialized advanced training in engineering technology or a closely related field preferred. or- Two (2) years of related experience. or- Any combination of education and experience that meets the requirements for performing the essential functions of this job. Licenses/Certifications/Other: Must possess a valid state driver's license. MINIMUM QUALIFICATIONS AND STANDARDS REQUIRED Knowledge, Skills, and Abilities: Data Involvement: Requires gathering, organizing, analyzing, examining or evaluating data or information and may prescribe action based on such data or information. People Involvement: Requires giving information, guidance or assistance to people to directly facilitate task accomplishment; may give directions or assignments to helpers or assistants and/or superiors. Involvement with Things: Requires handling or using machines, tools or equipment requiring moderate and dental instructions and experience, such as engineering / drafting tools and GEO technical compliance equipment. Reasoning Requirements: Requires performing semi-skilled work involving set procedures and rules but with frequent problems. Mathematical Requirements: Requires using mathematics involving the practical application of fractions, percentages, ratios and proportions; or measurements, logarithmic or geometric construction. May use algebraic solutions of equations and inequalities; descriptive statistics; deductive geometry, plane and solid, and rectangular coordinates; mathematical classifications or schemes. Language Requirements: Requires reading technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form. Mental Requirements: Requires doing clerical, manual or technical tasks requiring a wide range of procedures and requiring intensive understanding of a restricted field or complete familiarity with the functions of a unit or small division of an operating agency; requires normal attention with short periods of concentration for accurate results or occasional exposure to unusual pressure. Computer Requirements: Must be proficient in use of Microsoft Office. Judgments and Decisions: Responsible for guiding others, requiring frequent decisions affecting co-workers, engineers, contractors and others who depend on the service or product; works in a somewhat fluid environment with rules and procedures but with many variations from the routine. Physical Requirements: The work is light work which requires the person in this position to occasionally exert up to 20 pounds of force to grasp, lift, carry, push, pull, or otherwise move objects. Additionally, the following physical abilities are required: Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium. Climbing: A scending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized. Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips. Grasping: Applying pressure to an object with the fingers and palm. Handling: Picking, holding, or otherwise working, primarily with the whole hand. Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound. Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles. Manual Dexterity: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling. Mental Acuity: Ability to make rational decisions through sound logic and deductive processes. Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion. Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward. Reaching: Extending hand(s) and arm(s) in any direction. Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers. Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely. Standing: Particularly for sustained periods of time. Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles. Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly. Visual Acuity: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading. Including color, depth perception, and field vision. Visual Acuity to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures. Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another. WORK ENVIRONMENT May be required to work hours other than the regular schedule including nights, weekends, and holidays. This position requires regular and reliable attendance and the employee's physical presence at the workplace. The new hire will be responsible for further growing the new undergraduate degree program in Construction Engineering which will celebrate its first BS graduates in December 2025. The successful candidate will be expected to teach in person at the undergraduate level by contributing to existing courses as well as developing and delivering new courses within the B.S. degree program in Construction Engineering. The new hire will be expected to maintain records of assessment required for subsequent ABET accreditation of the new program, work with adjunct instructors and new hires in construction engineering, mentor and supervise students and participate in service to the department and Mines. The new Professor of Practice will potentially develop and deliver future online and graduate-level courses. Mines is especially interested in qualified candidates who can further enhance, through their teaching and service, to the excellent reputation of the Mines academic community. Minimum Qualifications: A Master of Science Degree in Civil or Construction Engineering or a related discipline and at least 7 years of professional experience, or a Bachelor of Science degree in Civil or a related discipline and over 10 years of professional experience. The department services 527 undergraduate majors (333 BS Civil Engineering, 167 Environmental Engineering and 27 Construction Engineering) and 89 graduate students). At the graduate level, we offer two M.S. and Ph.D. degrees (Civil & Environmental Engineering; Environmental Engineering Science) and support interdisciplinary graduate degree programs in Hydrologic Science & Engineering, and Humanitarian Engineering & Science. Job Description

GENERAL STATEMENT OF JOB

The purpose of the class is to perform technical engineering duties associated with water and wastewater assets, engineering and construction projects; to analyze data; to provide professional and courteous customer service; and to perform related work as required. The class works within a general outline of work to be performed and develops work methods and sequences under direct supervision.. This class regularly interacts with other governmental agencies, consulting engineers, utility contractors, other county departments and the general public. This position may be assigned special projects and other responsibilities as required.

SPECIFIC DUTIES AND RESPONSIBILITIES

Essential Functions:

  • Assists with water system billing. This requires field visits to evaluate system performance, evaluate water meter condition, perform manual meter reads, update GIS, etc.
  • Regularly uses department Supervisory Control and Data Acquisition software and equipment to monitor and create reports as needed.
  • Regularly inspects and reviews utility construction projects to include site inspections, and maintenance of records and schedules.
  • Assists with utility locates as needed.
  • Periodically coordinates and supervises construction with contractors; provides contract operator with available as-built information on systems as required.
  • Periodically assists FOG Coordinator in carrying out duties.
  • Periodically uses GPS hardware with the assistance of ArcGIS software to collect data in the field.
  • Inspects construction sites to ensure compliance with Department regulations.
  • Reviews cost estimates and calculations as required; generates and maintains records and reports of inspection activity.
  • Uses the department's GIS applications.
  • Receives and responds to public inquiries, requests for service, and complaints associated with areas of responsibility; provides information to residents affected by construction projects; investigates citizen complaints related to new constructions and drainage.
  • Performs general administrative and clerical work as required, including attending meetings, preparing reports and correspondence, entering and retrieving computer data, preparing spreadsheets, copying and filing documents, sending and receiving faxes, answering the telephone, etc.
  • Attends meetings, training, seminars, etc., as necessary to maintain and enhance job knowledge and skills.
  • Performs other duties as assigned.

MINIMUM EDUCATION AND TRAINING

  • High school diploma or equivalent; supplemented by formal training, special courses, or self-education that is equivalent to satisfactory completion of two years of college education or specialized advanced training in engineering technology or a closely related field preferred.

Licenses/Certifications/Other:

Computer Requirements: Must be proficient in use of Microsoft Office.

  • Judgments and Decisions: Responsible for guiding others, requiring frequent decisions affecting co-workers, engineers, contractors and others who depend on the service or product; works in a somewhat fluid environment with rules and procedures but with many variations from the routine.

Physical Requirements:

  • The work is light work which requires the person in this position to occasionally exert up to 20 pounds of force to grasp, lift, carry, push, pull, or otherwise move objects. Additionally, the following physical abilities are required:
  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.

May be required to work hours other than the regular schedule including nights, weekends, and holidays.
