Construction Supervisor I JOB SUMMARY Manages and/or coordinates with others in the supervision of the construction phase of public improvement contracts. Provides lead construction management on one project and/or works on multiple projects at a time. ESSENTIAL FUNCTIONS Monitors construction by others of various sized public improvement contracts including organizing and coordinating all field engineering and inspection activities related to the contract, monitoring all construction activity in order to confirm the work being performed and the materials and equipment being installed, conform to the contract requirements. Performing all related work as required, in order to ensure the smooth initiation, progress and completion of the contract. Reviews preliminary and final design plans from a constructability standpoint. Provides input on the proposed materials and equipment. Participates in value engineering and design reviews. Assists in the review of the Engineer’s estimate and all addenda. Participates in pre-bid site inspections and pre-bid meetings and answers questions, as necessary. Reviews the Engineer’s evaluation and recommendation and performs other tasks necessary prior to the contract award. Conducts and/or participates in construction meetings. Receives, reviews and provides input on contractors’ schedules of value and construction progress schedules. Assists in assessing the means and methods by which the Contractor proposes to construct the contract. Prepares cash flow projections for the contract and updates on an annual basis. Administers contracts purchase orders and other agreements to ensure that the scope, terms and conditions are consistently and proactively being met. Oversees and/or assists in overseeing the day-to-day field activities to help ensure that the project milestone dates and overall schedule completion date is met. Assists and/or manages changes in project scope to ensure that the most recent documents are being used at all times to prevent avoidable rework. - Monitors progress of work of assigned testing and inspection personnel. May act as liaison between the Design Engineer, the District’s office Engineers and the Contractor. Prepares daily reports outlining the progress of the contact and composes correspondence and memorandum as necessary. Receives and answers questions concerning the work from the Contractor, or forwards question(s) to appropriate entity for answer(s). Measures work in place and equipment and materials furnished for purposes of computing progress payments. Assists in reviewing requests for payment. Drafts simple plan adjustments and prepares field sketches in order to speed progress of the work. Performs engineering calculations and field surveying services in order to monitor progress of work. Performs field tests using various gauges, meters and instruments. Requests proposals from Contractor for work orders and assists in negotiating the price and scope of each. Works with others in the investigation of construction claims. Monitors the progress of a claim when placed on notice by the Contractor and assists in negotiating a price for a value claim. Responsible for administering and overseeing completion and close-out of the contract. Assists in coordinating projects with various utilities, municipalities and agencies. Responds to and resolves complaints submitted by the public and municipal officials. Attends public meetings. Participates in meetings with public officials to report on job progress. Notes and assists to rectify poor standards of work to contractors, subcontractors and vendors. Writes change order reports, daily reports, memos and correspondence. Observes safe work practices and endeavors to ensure that contractors observe safe work practices, when applicable. Responsible for verifying invoices to validate accuracy with respect to work performance and/or equipment delivered. MINIMUM JOB REQUIREMENTS EDUCATION Candidate must possess an Associate degree, preferably in Engineering, Construction Management or a closely related field OR the candidate must be currently pursuing and have completed sufficient coursework towards a Bachelor’s degree, in a declared major within a related field. Typically, candidate is currently enrolled and in Junior or Senior level courses. EXPERIENCE Candidate must possess five (5) years of experience in construction with some preferred treatment plant or underground construction related experience, which must include experience analyzing data and processes. OTHER REQUIREMENTS LICENSURE AND CERTIFICATIONS - Engineer in Training (EIT) or Construction Manager in Training (CMIT) license preferred. - Candidate must possess a valid driver’s license with a driving record in accordance with the District’s acceptable guidelines. KNOWLEDGE, SKILLS AND ABILITIES - Candidate must possess attention to detail, the ability to work with other team members in a collaborative manner and must be able to effectively manage multiple tasks and assignments simultaneously in a fast-paced work environment. Written, verbal and presentation skills are necessary to be effective, in addition to proficiency with Microsoft Office software such as Excel, Word and PowerPoint. - Candidate must possess the ability to be reliable and punctual in reporting to work as scheduled. PHYSICAL AND MENTAL REQUIREMENTS During the course of performing the essential functions of this position the employee must be able to compile, compare, compute, analyze, negotiate, copy, communicate, instruct and coordinate. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as standing, walking, climbing, hearing and talking. Ability to lift up to 50 lbs. on an occasional basis. Position will require visual demands of near acuity, depth perception, far acuity, color vision and accommodation. The need to be in the field is required. For safety reasons hearing is required. While working in the field the employee may be exposed to extreme weather, atmospheric conditions, vibrations, wet and/or humid, hazards and confined/restricted working environments. Position required to sometimes perform confined space entry on the job. JOB SUMMARY

Candidate must possess an Associate degree, preferably in Engineering, Construction Management or a closely related field OR the candidate must be currently pursuing and have completed sufficient coursework towards a Bachelor’s degree, in a declared major within a related field. Typically, candidate is currently enrolled and in Junior or Senior level courses.

EXPERIENCE

Candidate must possess five (5) years of experience in construction with some preferred treatment plant or underground construction related experience, which must include experience analyzing data and processes.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS

- Engineer in Training (EIT) or Construction Manager in Training (CMIT) license preferred.

- Candidate must possess a valid driver’s license with a driving record in accordance with the District’s acceptable guidelines.

KNOWLEDGE, SKILLS AND ABILITIES

- Candidate must possess attention to detail, the ability to work with other team members in a collaborative manner and must be able to effectively manage multiple tasks and assignments simultaneously in a fast-paced work environment. Written, verbal and presentation skills are necessary to be effective, in addition to proficiency with Microsoft Office software such as Excel, Word and PowerPoint.

- Candidate must possess the ability to be reliable and punctual in reporting to work as scheduled.

PHYSICAL AND MENTAL REQUIREMENTS

During the course of performing the essential functions of this position the employee must be able to compile, compare, compute, analyze, negotiate, copy, communicate, instruct and coordinate. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as standing, walking, climbing, hearing and talking. Ability to lift up to 50 lbs. on an occasional basis. Position will require visual demands of near acuity, depth perception, far acuity, color vision and accommodation. The need to be in the field is required. For safety reasons hearing is required. While working in the field the employee may be exposed to extreme weather, atmospheric conditions, vibrations, wet and/or humid, hazards and confined/restricted working environments. Position required to sometimes perform confined space entry on the job. Employee must possess the ability to wear required respiratory protection devices in accordance with the District’s policy, including not having facial hair that interferes with the facepiece-to-face seal.

Pay Range: USD, Commensurate with Experience

Construction Supervisor I: $72,700 - $90,875

Construction Supervisor II: $80,606 - $100,758

Construction Supervisor III: $89,945 - $112,430
