Provide hands-on technical support for the design, repair, installation, and maintenance of submarine HM&E systems (propulsion, electrical, mechanical). Perform shipboard troubleshooting and onsite technical assistance in response to Fleet casualty reports. Support submarine maintenance availabilities through technical planning and system inspections. Assist NSWCPD engineers in the development and execution of test procedures, including factory acceptance and shipboard testing. Support engineering analysis related to system performance, reliability, and lifecycle sustainment. Contribute to maintenance planning, configuration management, and evaluation of technical change proposals. Document technical findings and troubleshooting results in accordance with NAVSEA reporting requirements. Interface effectively with NSWCPD engineers, shipyards, planning yards, and other government stakeholders. Support continuous improvement initiatives to enhance system reliability and fleet readiness. Required Qualifications: High school diploma or equivalent (Graduation from a trade, technical, or industrial school strongly preferred). Minimum ten (10) years of experience providing direct technical support for U.S. Navy submarine systems and equipment. Demonstrated experience in submarine system installation, ship alterations, and maintenance overhauls. Proven expertise in system testing, diagnostics, and troubleshooting. Experience in shipboard systems planning and technical coordination. Experience in estimating, scheduling, and execution support for maintenance and repair work. Active DoD Secret security clearance. Preferred Qualifications: Bachelor’s degree in engineering or graduation from a U.S. Maritime Academy. Prior U.S. Navy, NAVSEA, or NSWCPD experience supporting submarine HM&E systems. Experience beyond the minimum 10-year requirement in submarine engineering or waterfront support. Familiarity with NAVSEA technical manuals, specifications, and engineering change processes. Key Competencies: Strong working knowledge of submarine HM&E systems and maintenance practices. Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Excellent verbal and written communication skills for technical documentation and briefings. Strong analytical and problem-solving capabilities for complex technical issues. The developer will design and build asynchronous, instructor-facilitated online courses aligned with institutional learning outcomes, accreditation standards, and workforce relevance. This course will explore concepts of data architecture, ETL/ELT design, and streaming analytics. Includes modules on sustainable data centers and carbon-efficient computation.   • Travel: Ability to travel CONUS, with potential OCONUS travel, up to 10% maybe required
Essential Functions:
  • Receive, review, and interpret technical information from the Fleet and NSWCPD to identify system deficiencies and recommend corrective actions.
  • Provide hands-on technical support for the design, repair, installation, and maintenance of submarine HM&E systems (propulsion, electrical, mechanical).
  • Perform shipboard troubleshooting and onsite technical assistance in response to Fleet casualty reports.
  • Support submarine maintenance availabilities through technical planning and system inspections.
  • Assist NSWCPD engineers in the development and execution of test procedures, including factory acceptance and shipboard testing.
  • Support engineering analysis related to system performance, reliability, and lifecycle sustainment.
  • Contribute to maintenance planning, configuration management, and evaluation of technical change proposals.
  • Document technical findings and troubleshooting results in accordance with NAVSEA reporting requirements.
  • Interface effectively with NSWCPD engineers, shipyards, planning yards, and other government stakeholders.
  • Support continuous improvement initiatives to enhance system reliability and fleet readiness.
Required Qualifications:
  • High school diploma or equivalent (Graduation from a trade, technical, or industrial school strongly preferred).
  • Minimum ten (10) years of experience providing direct technical support for U.S. Navy submarine systems and equipment.
  • Demonstrated experience in submarine system installation, ship alterations, and maintenance overhauls.
  • Proven expertise in system testing, diagnostics, and troubleshooting.
  • Experience in shipboard systems planning and technical coordination.
  • Experience in estimating, scheduling, and execution support for maintenance and repair work.
  • Active DoD Secret security clearance.
Preferred Qualifications:
  • Bachelor’s degree in engineering or graduation from a U.S. Maritime Academy.
  • Prior U.S. Navy, NAVSEA, or NSWCPD experience supporting submarine HM&E systems.
  • Experience beyond the minimum 10-year requirement in submarine engineering or waterfront support.
  • Familiarity with NAVSEA technical manuals, specifications, and engineering change processes.
Key Competencies:
  • Strong working knowledge of submarine HM&E systems and maintenance practices.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Excellent verbal and written communication skills for technical documentation and briefings.
